Litter louts fined
Litter louts are being fined and last month inspectors from the Malta Environment and Planning Authority issued 25 contraventions, amounting to just under €1,500.
The authority processed 277 applications and received 558 new ones, leaving 4,640 pending.
Mepa processed 55 development notifications, which do not require a formal application. It also issued 16 fines to developers, whose sites were in breach of management regulations, am-ounting to just over €20,000.
During the same month, 65 stop and enforcement notices were issued, 55 in Malta and 10 in Gozo.
The authority's enforcement section closed 36 cases, 30 in Malta and six in Gozo. Fifteen others were sanctioned by a planning permit and another 21 were resolved by the owners' decision to remove any illegal development and comply with the enforcement notice.

I would normally applaud the imposition of such fines since I am all in favour of keeping Malta clean. However in this case, I feel MEPA officials are focussing on the wrong kind of litter louts - I say this as my husband was fined Eur58 (Lm25) for discarding a cigarette butt, I have also heard of various others receiving fines for the same offence. Surely MEPA officials would be better utilised if they go after those who dump trash such as old appliances, mattresses, etc in the countryside. In addition, the fine in this case is in my view exorbitant. I wonder what the fine would be if the MEPA officials nabbed the real litter louts.

Looking at the various comments below most are commented by the British no harm in that although the Maltese are just as bad, but have any you Britains been to the Bugibba area lately or in the vicinity, i have with my own eyes have seen many tourists doing exactly what you guys are saying., so what i'm say is not only the Maltese but the tourists alike.

Malta is filthy and MEPA managed to catch 25 offenders in one month. I'm impressed (sic).

The fines will be a lot more effective if once convicted, the culprits are named and shamed as should be the irresponsible dog owners who allow their dogs to foul the footpaths and conveniently forget to clean after their dogs.

Litter is defined as rubbish or anything that is thrown on to the road or footpath that can so easily be put into a rubbish bin of which there are thousands or something that can be carried home and thrown in one's own rubbish bin.

It would be nice to know what these fines were for (specifics).
If these fines (Euro 60 each all things being equal) are for building site contraventions then the words "fiddles" and "whilst Rome burns" come to mind. Conversely, if they are in respect of a discarded crisp packet or sweet wrapper, they are relatively harsh and a major deterrent.
