Borg Olivier e-mail sent to ministry official 'by mistake'

The Home Affairs Ministry official who was on the recipient list of the infamous e-mail sent by Nationalist general secretary Paul Borg Olivier, denied having ever been part of PN's strategy meetings and said the message was directed to him by mistake.

He told his superiors when questioned about the e-mail, which refers to a strategy meeting at the PN headquarters, that he only found out that his name was being connected to this controversy from the media and that he had deleted the message as soon as he received it taking it as an "obvious misdirected mail".

Saviour Azzopardi, an assistant director in the Home Affairs Ministry who handles requests for presidential pardons, becomes the second mistaken recipient on the list of people who received the now controversial message since the e-mail became public knowledge after Dr Borg Olivier mistakenly copied in his direct political rival, Jason Micallef, instead of Parliamentary Secretary Jason Azzopardi.

His name was first flagged publicly by Labour general secretary Jason Micallef on the Friday night talk show Xarabank.

Mr Micallef had grilled Dr Borg Olivier about the fact that he had sent the e-mail to Mr Azzopardi, pointing out that not only was the man a civil servant but he also had the sensitive task of drawing up the government's recommendations on Presidential pardons.

Like Mr Azzopardi, Dr Borg Olivier said he was not meant to be on the recipient list, to which Mr Micallef replied: "And we're supposed to believe that?"

When asked about the matter by his boss, Permanent Secretary Mario Debattista, Mr Azzopardi insisted that he had never attended any such strategic meeting at the PN headquarters or anywhere else.

The e-mail referred to a meeting at the PN headquarters in which a data sharing strategy was put in place and was sent out to Cabinet and ministerial aides.

The most contentious line says: "... every customer care office is being asked to hand all the data on a template. The data (excel) should include 1) personal data of persons who moved a complaint to the customer care of the ministry/parliamentary secretariat in the past eight months 2) type of request 3) action and 4) results (pending)."

Labour's charge has been that this type of information gathering runs against data protection laws and constitutes spying on complainers - an accusation fiercely refuted by the Nationalist Party.

But Mr Micallef had gone a step further, claiming that some people attending the meeting and on the e-mail's recipient list are public servants meddling in party strategy.

When contacted about this point, the Principle Permanent Secretary, Godwin Grima said that all the people involved besides Cabinet members appeared to be political appointees with the exception of Mr Azzopardi, and added that he would look into the involvement of the latter.

When asked for the outcome of this probe late last week, Dr Grima said: "I am informed that he (the Permanent Secretary at the Home Affairs Ministry) spoke at length with Mr Saviour Azzopardi and that Mr Azzopardi stated in no uncertain terms that he never attended any meeting in regard to this matter, or any other for that matter, at the PN's HQ or elsewhere.

"Finally he said that he got to know of the fact that his name was being bandied about on Xarabank from the local papers and only saw the programme in its repeat version."

Labour's claims about data protection breaches have been forwarded to the Data Protection Commissioner, who still has to be officially appointed even though a person has been selected.

Dr Borg Olivier has staunchly defended himself, stressing there is nothing illegal in the system his party was trying to put in place and has even filed his own complaint with the Commissioner, asking him to investigate Labour's data-gathering practices.

@Tonio Aquilina: We are not questioning and criticising his personality, but we are debating his actions which regards a national issue. He blundered heavily, and thanks to his mistake we got to know the unlawful hypocrisy of the GonziPN. Moreover, he suggested breach of confidential data, so he should resign.

Mr. Tonio Aquilina is missing the point. Dr Borg Olivier should resign not because he made a mistake in the address of the email (something anyone can do) but because of the CONTENTS of the email.

It seems that we are all Mr & Mrs Perfect and that we never make a mistake in sending an email. Just leave Paul alone and let us get on with our lives. There is no grounds for him to resign. I have known Paul since primary school and no he is not the type to just hang up his
boots and resign. He has the most Hon.Dr. Gorg Borg Olivier's blood and yes he is gentleman. Whoever knows Paul can vow for this.

the point I see even if someone tries to deviate attention is that the PN is merging government of a nation with partisan politics which is not acceptable in a democratic country. Now that this could be proved by the e-mail, there is no point to defend against the stark truth. Whether PN or PL, we should request the prime minister to see that Malta remains democractic and is to see that justice is done. If PBO interfered with government administration by pushing the mechanism he has to ............. for the sake of the party and the country

G Scerri: Well said re politicisation of the civil service. There have always been political appointees but they seem to be assuming broader and broader roles. Unfortunately legislation currently before Parliament might give them still greater power.

I Galea: Collecting information from the Electoral Register is one thing but if any party (I don't care which) adds to it information about people's political leanings that was obtained without their consent, that party would be breaking the law big time.

Eli Vassallo: Sadly you are correct. Perhaps now that both parties are so concerned about data protection, they will renounce to the practice of collecting the names of non-voters! But I doubt it. I believe Maltese electoral law allows this practice, but I wonder whether it is in line with EU directives on data protection.

And, for the record, I never went after anyone. It is the other way around. I choose not to comment further as there is an ongoing court case at the moment.

The point at issue here is that the Nationalist Part and the Administration are one and the same organ when we all know that that is unacceptable. I remember the present hijackers of the party shaming Labour in the past for doing half of what GonziPn is doing now. Shame on the PM and his henchmen.

Now that the data commissioner has been appointed we wait for his investigation. I wish Mr Ebejer the best of luck in his work. His first task will not be easy considering it has been milked and politicised at times beyond limits.

In the meantime i suggest we all relax a bit and start winding down for the christmas period !

It was not the PL who removed the right to vote to nanna Olga. Check the court sentence given on 24th January 2003. It was not the PL who asked for it. If you want to know who asked the court to interdict nanna olga just search Kulhadd of the 16th March 2003 or else write her name on the google and you will have an answer

It is good to see that there are mature PN supporters that condemn this 'mistake'. As Mr Jo Said said, 2 wrongs do not make a right. The 'presumptions' that the LP did these things in the 80's (it is only the PN that are saying so, they have no proof whatsoever), do not give the PN's Gen Sec the right to have access to individual's private data. As Mr Henry Mifsud said, an individual's privacy is sacred and should be protected at all costs.

Just a small note. Whenever there is an election, council, referendum, european or general, both parties collect id's of those who did not vote or vote. How's that for data protection? This procedure is done by electoral commissioners nominated by their respective party. By the way, this is done in agreement between the two major parties.

If I went to the Minister and I were a Labour supporter what guarantee would I have that the Ministry (or the PN) will see to my complaint ?? Will I be ignored?? Will my information be used for other reasons?? How can I trust the PN in taking unbiased and just decisions considering the divisive way politics is done here in Malta??

What really angers me is the fact that in the UK people are in shock at the idea of info. sharing between Ministries but here in Malta we bask in our own mud and accept a much worse state of affairs and not even push for PBO's immediate resignation.........instead we get comments from bloggers like S.MIFSUD who treat politics as if it was nothing better than the Kazin rivalry of who has the best "faccata tal-Kazin" and who had the best "Gabra tal-kofi morniiink" , people who measure Politics with money and PR stunts!!

Oh where Oh where has the real PN gone?????

I still remember when the Office of the Prime Minister (OPM) sent a letter last summer to the general secretary of Alternattiva Demokratika Mr Victor Galea asking him to resign from a civil servant - the reason i still do not understand.

But according to our Chief Perm. Sec. Godwin Grima, Mr. Galea is not Mr.Sammut.

Some people are simply more lucky then others and most of you and I voted to keep this status quo.

Not anymore dolls and guys. I will vote different. As Fiorini stated below: "At least we now know how a one-party government operates".....no wonder why Daphne & GonziPN refused a coalition!

but don't forget that PN where also collecting 48 euro and the campaign had been going for a week.
It would be interesting if both parties publish the number of donations for each donation requested to see how many people donated for each request.

Whether Jo Said is what he proclaim he is, is not for me to judge and is totally beside the point. We are not at school seeing who is the best supporter.

Maybe he needs to understand the situation here, from the ilk of igalea I would not expect words of praise for good arguments, but from someone who proclaims he is not blinkered, well...not very convincing.

The whole point here, is that both parties are collecting information on what undies you wear, shooting Dr. Paul Borg Olvier and not doing the same to Mr. Jason Micallef is very as you say "unblinkered" NOT.
Notwithstanding little red elf says that about collecting minute details for transportation purpose makes me laugh, maybe because in my family we have both labour and PN members who speak openly of what happens with these details...For crying out loud Mr. Galea! You dont even know what happens in your red tribu!

A sure feather PBO 's cap, could it be that part of more than 400,000 euros collected was the pay back time for such an efficiently run customercare service between customercare at Ministries, PN Headquarters at Pieta and Castille?

Glorifying GBO by DR. Gonzi on collecting fund exercise, is certainly not enough to cover up mistakes of supposedly mis-sent e-mails, and if there was mis-sent e-mail this was certainly to Jason Micallef...and thank God for that.

My real worry, however, goes beyond this "silly" mistake. My worry is - just imagine how many emails with similar contentious content have been sent WITHOUT the sender committing such a mistake! We - the public - would not have known that "Big Brother" Dr. JPO would be watching our steps!

An explanation from the Head of the Civiil Service is expected or some jounalist should put the question.

Yesterday the PN collected more than 400,000 euros in what was Paul Borg Olivier's first fund raising activity as Secretary General! Considering that this was the first fund raising activity since the election and with the problems of credit crunch et al this is definetly a feather in Dr Borg Olivier's cap...well done!

Please Dr Borg Olivier when you have a chance, go to your adress book, press New, then NEW GROUP and insert the names and adresses of the ministers and name it MINISTERS Then when you need to send an email to ministers only , just press on that group. Consume only a little time but avoid big hazzle to you :)

I think what is worth pointing out here is the status of affairs with information in Malta. Is any online digital transaction really private? Is any information one gives out at department stores, government entities, banks really private? What is being done to ensure this privacy in a small community like ours? Have any investigations into such practices been carried out for audit's sake?

I have been a Nationalist all my adult life. It is obvious that I still am. That does not make me gullible and blinkered, however. It is the ilk of Messrs J Cauchi and A Dalli that help the extremists in the blue party to ride roughshod over the citizens.
The hijackers of the PN thrive on the attitude of these lackeys. Take off the blinkers and have a clear view around you, dear Cauchi and Dalli. The manager of the day is blue. Therefore, it is futile to shoot the reds. A little IQ should be enough to teach you that two wrongs do not make a right.
If you are not prepared to join the rest of us and use your brains, you might consider refraining from acting as Old Labour used to do. Your silliness offends upright persons.

I have seen the Xarabank.
I think that Dr.P Borg Olivier was unconvincing on the 'mistake' that he made.
He kept on harping on items re the PL that happened in 1998 and 2000 which for me was a weak defence as then there was no Data Protection Act. The 'mistake' that he committed happened just recently as the Malta Today journalist rightly said that it has happened when Malta is an EU country. Yes, standards have changed since then, PBO should know that!
It is not his duty to interfere with the Govet policies and even so the Ministers are not to beck and call as they Ministers to all the people.
So according to his perverse logic there is nothing wrong if I complain to a Minister only to find that my complaint is going to be utilised by a political party in the eve of a General Election?
This colossal blunder by the unexperienced General Secretary has me made me and others not to trust him and his party.
He is not paid by the Government to do such work as it smells of direct interference.

The information collected by the PL is publicly available from the Electoral Registers and not from recruiting Gonzipn little elves spies in Government Departments. That is the peak of hypocrisy Dalli.

Other information such as knowing your supporters to provide them with e.g. the necessary means of transport and aid they may been in an election when their situation is publicly known is a totally kettle of fish.

Is there anything wrong on removing people who are not fit to vote and more specifically do not qualify to vote from the electoral register as is done by both parties?

Are you suggesting allowing such persons to breach the law when they are not qualified to vote?

Now we certainly got to know how Gonzipn managed to steal the last general election.

I wonder how many more skeletons will be discovered in the Gonzipn cupboard before the next election.

Please do not shift from the gist of the news. Trying to divert attention to the past has always been the PN's way. If what the MLP has done (or is doing), is bad it does not excuse the PN. The whole issue here is that Borg Olivier is either a blatant lier and is trying to cover things up, or he his really darn stuuuupid. Either way the PN and consequently the whole nation are the losers

Mr Azzopardi deleted the email as soon as he realised he was the wrong recipient, Jason Micallef used it for his political advantage...that's what distinguishes the likes of Jason Micallef from the rest....

Jason Micallef would do well to apologize with Mr Azzopardi for wrongly accusing him before he checked the facts

I have some questions. The only real answer should be a resignation or two.
Are we a police state? Do we elect a government for all the people? Do we have a separate line between Nationalist Party and Nationalist Government? To whom these people respond? Who is paying for the customer care officials? Do we have a Prime Minister or a Head of the Party when you find out such information being handled at the same time both by the government and the party?
Is it professional for an assistant director to just delete such an e-mail? In my opinion, such e-mails need an immediate reply for an explanation. I hope for democracy sake that a resignation or two will be announced soon.
If I go to the party club or to the member of parliament, I am authorising him to check for what is due to me but if I go to a customer care official I do not expect to him informing any party.

I think the o last people that should cast a stone are the MLPians.

We've seen more than enough evidence on Xarabank a few weeks ago of what they collect and how they pry on peoples' neighbours. We've all seen how flagrant their abuse of the data protection act is.

I am in no way proud of what Mr. Borg Olivier did. But to get lejburisti crying foul is the peak of hypocrisy. It is only your friends the laburisiti, the type of Igalea & co that will feast naively on this story, probably unknown to them that their party does this and worse...like the witchhunt they had done on handicapped and old people to remove their voting rights a couple of elections ago (we all remember Nanna Olga affectionately, don't we).

Those who watched Micallef's and Borg Olivier's debate on Xarabank, know that Borg Olivier's reaction to Micallef's mentioning of Saviour Azzopardi did not suggest a genuine mistake. Borg Olivier's 'mistakes' may cost the PN what Labour's 'misprints' cost them before the elections.

At least we now know how a one-party government operates.
