Updated: Government should stop promotions abuse in police force - MLP

(Government's reply added)

It was the sacrosanct duty of the government to stop abuses in the police force immediately, even in view of pending legal procedures, MLP deputy leader Anġlu Farrugia and spokesman for Home Affairs Michael Falzon said in a statement.

They said that after legal action was initiated against the authorities in view of injustices that were likely to take place in the award of promotions, the government should ensure that such injustices were not carried out.

The police force, they said, was part of the tools used to implement justice and injustices in the award of promotions could not be allowed.

Whenever promotions were to be given, the merits of all involved should be considered. It was obvious that this was not being done, especially in the award of promotions for assistant commissioners.

It was the government’s duty to stop injustices immediately, they said.

They reiterated the Labour Party offer of assistance and support to all police officers involved.

In its reply, the government said that the selection process for assistant commissioners was carried out on the basis of merit folliowing an internal call by a purposely nominated board.

It said that the process was pending in view of the legal procedures which had been taken in Court by one of the applications.

The government said it would be premature to arrive at conclusions before the process was fully concluded. It said that contrary to what used to be done in the past, the selection of assistant commissioners was not done by a direct order but by a selection board which followed transparent procedures based on rigorously and purposely established regulations by the Public Service Commission.

@ D. Zammit - are you basing your comments on facts? If yes, you have all facts wrong!! I suggest that you do your homework well or ask your informers to give you exact details. Please remember that a few years back two Assistant Commissioners were promoted without even a call for an application...and do you think that they were PL supporters? Joke of the year.
D.Zammit (on 30/11/08)
All the Partit Laburista should stop their grumbling because almost ALL the senior officials in the Police Force as Labour supporters. And this under a long serving Nationalist goverment.

Having said that, I am sure that the choice to fill in any vacancy, being in Govt. companies, Police or Army or ANY private organisation is never the fairest. People are chosen for many points; sometimes for appearance and opinions.

Someone can also look inside the subject of Government appointees to various Govt. subsidiary companies where chosen people are nominted as Directors for no appearant reason. By the way, they are alos paid during their appointment.

@..Joe Vella... No you are not mistaken.. Dr. Anglu Farrugia IS representing as you said, ".. the individual in question... SOOO WHATTT Sur Vella.....!!!!!?????!!!!!????

The Constitution Gives Dr. Farrugia the FULL Professional Rights to practice his law, so long as he is still a member of parlament only, and NOT A CABINET MINISTER.. Understand now Sur Vella why Dr. Farrugia DOES NOT have ANY Conflict of ANY interest AT ALL, or anything else you mentioned...!!!

Now a point on Hypocrecy... What Hypocrecy Sur Vella... ...!!! As you can see, from above, you are either trying to make a mounten out of a mole hill, or else YOU DON`T KNOW what you are saying AT ALL, or even worse, you are trying to `DECEIVE` the readers of this blog.....

......AND THAT`S HYPOCRICY AT IT`S BEST MR. VELLA.....!!!!!!!!!!!!!!!!!!!!!

Hallina habib.......!!!!!!!!!!!

@ Mike Magri

If I am not mistaken Anglu Farrugia is representing the individual in question in his action against the proposed promotions. Which brings me to ask giving Anglu Farrugia's responsibalties trusted to him by none other his leader Joseph Muscat. if he should have taken this case on the first place. Talking of hyprocity on the MLP side this is a bona fide case for Joseph Muscat to strip Anglu Farrugia of his Parlaimentary duties that he himself have in trusted in him not so long ago
Joe Vella (on 29/11/08)
Which hat is Anglu Falzon wearing. Talking of conflict of interest. Wasn't Anglu Falzon who signed the warrant of the objecting party to stop the promotions from moving forward?

The truth is that tribalism is alive and kicking in Malta. Anybody who denies this would be making a mockery of reality. Only those who have their eyes "wide shut", or who are riding high on a bandwagon, enjoying perks and the high life, would deny it.!
Oscar Cassar (on 28/11/08)
May I ask if this story is a conflict of interest by Dr Anġlu Farrugia who is also the legal assistant in a case that is trying to halt the promotions to assistant commissioner within the Malta Police?

This is 2008/09. In third world countries one expects to find this kind of mentality. Please lets be civilised and start giving credit to those individuals when credit is due.

It's a shame that we have a lot of good smart men and women that never see a promotion because they are MLP or PN supproters. It's about time to put this sick mentality aside and start promoting individuals for what they know and not for whom they ............ know.

@P Scehmbri

I cannot mention people but I will give you some hints.

1. A Labourite is in a very very high position in the Police Force (imagine this in labour times).

2. A Labourite is in a very very high position in the Army.

U should know if u ask around.

The police force was part of the tools used to implement justice and injustices in the award of promotions could not be allowed--- You are quite right Anglu. Most of us remember Mintoff and Mifsud Bonnici times and we understand what you mean.
R.Calleja (on 28/11/08)
Who's talking of injustices in the police force!! Anglu Farrugia of all people!t He should remember the years when only diehards with a labour badge were promoted. But today he is defending the martyrs who cannot accept that those days are over. As someone else said, Farrugia tried to accuse the goverment of pre-election corruption. But it boomeranged in his face as the Govt. is there to stay for another four and a half years.
Noel Cutajar (on 28/11/08)
@C. Sapiano - how wrong you are!! If you had formed part of the police force you would know otherwise.
Mike Magri (on 28/11/08)
@..J. Farrugia...

Mr. Farrugia.. With all due respects to you and ALL of our Police Force....

Who are you to make such a sweeping statement as you did...!!??!!?? How can you so surely `Conclude`, that there is, or was, NO POLITICAL INTERFERANCE in such promotions..!!??!!?? Also, what makes you so sure that they are ALL SO EQUALLY GOOD in ALL respects..!!??!!??

As we say in maltese, my friend, that .. "..Malta zghira u n-nies maghrufa, u Lanqas l-ilma bahar mhu l-istess..", mhux hekk..!!

So i`m sure that in This Particular Case, as in any other, finding one`s own best of job promotional `Abilities` and `Merrits`, was not that hard to do, and thus, come up with a more just and acceptable `Order of Merit` promotional list....!!!
P.Schembri (on 28/11/08)
@C.Sapiano. How about giving us some examples to enlighten us!!!
C.Sapiano (on 28/11/08)
Dr.Anglu Farrugia should stop depicting labourite as victims. Everbody knows that many Labourites are promoted and treated better than nationalists. Labourites should stop playing the victims. If someone votes PN and is good, he or she must be chosen.
Joseph Cauchi (on 28/11/08)

Can the MLP kindly elaborate on what these injustices are?

It's no use just throwing out the word "injustices" without explaining to us readers, what they actually are!

Thanks.

""in view of injustices that were likely to take place in the award of promotions,""" !!!! You must be a knowhow expert to assume this. Or just tijatrin ghal gallarija ?
Lawrence Calleja (on 28/11/08)
What political issues are there in the promotion awards for the posts of Assistant Commissioners? From the first four placings two are PN and the other two are MLP sympathisers. The same thing goes for the posts of Superintendents. However why should politics interfere in the police force. As far as I'm aware none of the high ranking police officers are political activists. The officer who had asked the Court to hold back the promotions is only damaging the image of the police force and above all that of himself. Of course his lawyer is to blame for the wrong advice he had given him. However, Anglu has already said that there was corruption in the last general election now he is saying the same thing about the police promotions.
Peter Camilleri (on 28/11/08)
Normally the 'GonziPn' government solves it by choosing his 'blue eye boys'. Everybody knows this.....I hope no one feels surprised.
David Agius (on 28/11/08)
The only way to be transparent on this is for decent performance reviews to be established and for these to be made available in order to know why an officer is promoted and why the other is not.

If the crux of the promotions is that you need officers to fill in vacancies, then it must be ensured that these are the best people for the aprticular job, and not a "friend" getting a reward for shady stuff.
J Farrugia (on 28/11/08)
If there are only 5 vacancies available, can anyone enlighten me how can one promote 12 very good and efficient officers who do their job well and give good service to our country? Can anyone solve this dilemma without entangling it in the political cobweb? This is not a question of politics but how to solve it without causing harm to the morale of the individuals and to the police corps. You cannot promote all 12 that's for sure. Not promoting anyone is not an option.
