I have lost count of the number of articles and pictures published daily by the media on the miserable and shameful state of lower St Elmo which was occupied by the 3rd L.A.A. Regt. RMA (T) for years. In those good old days regular inspections by the duty officers of the regiment made sure that all rooms at the barracks were spotlessly clean and that every staircase, corridor, parade ground etc. was clean and tidy.
The present disastrous state was caused by the very wrong decision taken to disband the Territorial Army where hundreds of youngsters used to attend regularly for parades and lectures on various subjects, away from mischievous places. If and when the government of the day really wants to return lower St Elmo to its original respectable and civilised state it should be passed without hesitation to the military authorities, to various associations, movements and organisations with military connections.
Then and only then shall we see lower St Elmo exhumed.
