What is the real cost of Flyaway tours?

On November 1, The Times gave out a copy of Flyaway Tours: the usual offers by Air Malta with the many obligations in favour of the airline and against the public.

On every page, where a package is being offered, Air Malta's brochure states "taxes and fuel surcharges are not included", when according to EU regulations, which have been in force for quite some time now, every cent has to be included in the quoted/advertised price. Are KM above board in this? Moreover, in the conditions on the last page a note says that "these charges are subject to change and the change charged..." Is this permissible?

Is this a subtle way of inflating published prices? Presumably it could well be as all the packages are said to be based on a "W" class. Or are they? As the brochure states, this is "subject to change". Is it a package or not? There is no indication whether this class of seats is exclusively reserved for the flyaway package buyers only.

How and when does Mr Citizen get to know the total cost of the trip? After he signs the booking form and sends it to Flyaway Tours and has bought it?

On November 1, a statement was issued (not by Air Malta) stating that the public will now know exactly the price to be paid for a holiday before booking due to EU policies, and that they therefore cannot be fleeced by the travel agent. Again, on another occasion The Times reported that some agents were being investigated for not complying with EU rules/regulations. Is KM one of those being investigated for the reasons given above?

By the way, KM on their web site show prices that do not include the tax and surcharge! Finally, is the enquiry telephone number 2166 2227 a premium charge call line or not?
