MLP to campaign for refund of VAT on registration tax
Dr Joseph Muscat speaking in Parliament this evening.
Labour leader Joseph Muscat said this evening that unless people who paid VAT on their vehicle registration tax were given their money back, the MLP would launch a campaign for that purpose.
Dr Muscat said when speaking in Parliament that the imposition of VAT on registration tax had been declared illegal by the European Court, but the government had not yet said whether people would be refunded. Nor was any mention made in the budget.
Speaking in his reaction to the budget speech, Dr Muscat said the government had made “a mess” of the new vehicle registration tax.
While government income from registration tax would drop by €7.7 million, licences had been revised so that government revenue would actually be €15.5 million. The worst off would be those who could not afford to buy a new car.
And the licence of an eight year old medium sized car would cost as much as a yacht licence, he said.

@R Gatt When Mintoff became Prime Minister in 1971 there wasn't even money to pay the wages. When he left there was 500,000,000 liri Maltin in the reserves.
Mintoff introduced social housing, children's allowance, 2/3 pension, kindergarten, minimum wage, Airmalta, Seamalta, BOV, Mid Med, Enemalta, Telemalta, Ship Building, China Dock, Strong investments with factories like De La Rue, Brand, ST (SGS), Toly, etc. Mintoff Strengthened the Middle Class and did all he could to rid the island of POVERTY!

This is still not enough.
You should campaign also on the FREEDOM OF ASSETS so that we can go to Italy and UK and buy our cars with a cheaper price since here we are being robbed.

Prosit Joseph. Well presented speech. It is time to take the Government head on. WE cannot let him continue taking people for a ride and do whatever he wants. This is no new government that found the wrong doings of a previous different government. This is the same Prim Minister who prior to election said one thing and once he was elected he is doing the opposite of his promises and worst. ‘Flimkien kollox possibli’ Joseph lets use the same slogan GonziPN used and show that liars are not accepted any more to govern the Maltese. We need a leader that people listen too and will follow in protest because it is too much now. By leaving the majority of people suffering the opposition is participating in a democratic dictatorship. Yes we Can should be the world slogan and JM you are the person that can stop this government from continue trample us underdogs.

I am glad someone has taken up this battlecry. Maybe JM has what it takes. Let's hope so. Gonzi and his team are past their sell by date but so far we had no real alternative....
As for the illegal tax, who is the incompetent who stated that ILLEGAL VAT on tax will not be refunded!? Every single euro of vat paid on registration tax since 2004 MUST be refunded. No two ways about it. It is ILLEGAL under EU law and no Gonzi or his sidekick should be allowed to ignore this ...

Whether we are entitled to a refund I dont know and dont think so. But one thing is for sure that now everyone should be happy we joined the EU because otherwise we wouldnt have know about it. If the majority had voted against us joining the EU like the MLP were trying to persuade us to do, then we would have continued paying this illegal vat taxation. Thank goodness we didnt listen to MLP and voted IVA

I Believe that finally there is someone speaking the way us common people in the street speek . It is funny to hear the prime minister's reply . If he is accusing Dr Muscat that is on another world , cause he did not mention about the international crises , I think he is on other world much more than him cause he did not mention the tariffs of the W&E in the budget speech which concern us locally .
Dear Prime Minister we know how to count till 10 . If you think we do not have brains excuse me but you are worst than us .
I think you and your goverment got tired in that post and it is about time to make space for people that are ready to lead this country seriously .
Keep in mind that you are the king of malta with our money that us tax payers give you year in year out .

i wont give the purchase of a jaguar by a minsiter too much weighting...but the govt should set good example and at the minimum should select hybrid cars for its ministerial staff. At least they would be conveying a positive message to the general public

Beside the refund of the illegal VAT taxation on the car license, I suggest also that the government refunds the departure tax, which has also been declared illegal.

@ R. Lewis - Even the way Mintoff spoke in his days convinced a lot he was telling the truth. We all know what happened after 1971, unless one is too young to have gone through those miserable days. And Hon. Muscat is very fond of Mintoff.
As for the Vat on the registration tax, if according to the EU it was illegal, then the authorities should refund it back. Just like somebody wrote. If by error or purposely I defraud the govt. I'm made to pay for it. If the vat on regfistration of cars is illegal, then I'm being defrauded. Am I right here?

We have a government who knows that, illegally, since May 2004 he has been charging citizens VAT on registration Tax, and now 2008 admits that he wont give a penny back to consumers.
What arrogance and how can he expect to have my vote. All people who bought a car since 2004 wont get their extra money back.

The tax must be refunded and it must be refunded with interest because it was an illegal tax and the people lost interest on the tax that they paid illegally. Dr Muscat, insist also on the people getting back the interest that they lost on the illegal tax they paid.
This must also apply to those who paid tax on satellite dishes. Did they all get a refund and did the refund include interests?
Go on Dr JM. Check on this tax and whether all illegal satellite dishes tax was paid back with interests.

I watched and listened to Dr.Muscats's speech this evening and I sincerely beleive that the way he spoke convinced me that he was saying the truth. Facts are facts. Well done and I hope politics wont change your sincerity. You are still young and keep your feet to the ground. Thats what the country needs. Theres no point in having the PM or M. T.Fenech saying (just after Dr.Muscat finished his speech) that Dr.Muscat never mentioned anything about the international situation. What I'm concerned about is what I have left in my pocket to feed my family. As rgds the international situation we elected a govt which is being paid good money from our taxes to monitor the situation. I will listen carefully to the PM as well on wednesday and I expect that he will convince me that the new w/e tariffs,new car license, and increase in boat licenses were necessary, taking into consideration that oil prices went down. I would like to know what the budget would have been had the price of oil went up instead of down. As rgds the animal hospital we heard nothing in the budget speech and nothing has been done yet.

JM's speech was to the point, effective and above all genuine. Something that's been missing in parliament for so many years. Finally a real breath of fresh air which is more then welcome. Joseph's words really transmit courage to the ppl. Not the same on the other hand can be stated for the present administration: lies, exagerations, arrogance. I add also cheating. Shame on gov who promised so much but gave us so little.

No matter what people say, we are part of the world and we are expected to get in line with the world's targets of cutting our emissions by 16% by 2016. Everyone has agreed to this target because the air we are breathing is poisoned and, looking at the electricity consumption and the vehicles that we are currently driving, it is envisaged that we wont reach this target.
By hook or by crook we have to get there. This is not a political issue, its for the sake of our children if not for ourselves. We have an open invitation from the government to invest in smaller, cheaper and cleaner new cars where selling prices will be reduced by a third. We have an open invitation on alternative energy, most notably and worthwhile is the solar water heater which will now carry subsidy on half the price and will help reduced your electricity by a third.
True, the government has been a little tough on the country, but guys lets face it, we need to be seriously pushed to make the change....remember how much everyone moaned about the Euro?
We all have a target and we need to get there.

It is ILLEGAL for a country member in the EU to impose VAT on a registration TAX. It's a tax on a tax for heaven's sake!
The Maltese Government knew this. (I don't think govt is incompetent as not to know EU law) Yet as Wilfrid Buttigieg correctly pointed out, the government played naive.
This situation became illegal in 2004 when we became members of the EU.
That money is our money.
The government has the duty to refund it.
As Joseph Muscat stated on Bondi+, we shouldn't be thanking the government for not stealing us anymore by going against EU laws after this budget, but we should insist that what was unjustly taken be rightfully refunded.
After all, if WE take something unjustly from the government, we not only have to refund it but there'd be interest, fines and whatnot. Just ask anyone who makes a mistake in his income tax or vat return... they won't accept a 'sorry', but you're treated the same as a criminal who tried to evade tax on purpose.

On hearing Joe Muscat I became convinced as ever before on one particular count, namely, JM"s inconsistency. While accusing the government of being irresponsible for grossly failing in its deficit projection, he insisted that the government should postpone its targets by two to three years. Such a proposal would mean that the deficit would accumulate so that in three years time it would get much and much wider than the one for which the same Joe Muscat is accusing the government!!! Again while insisting on this point, he failed to explain or indicate who, after the period of postponement is over, would be making good for the accumulated deficit. Surely not himself but Mr. citizen who would then have to pay three or four times as much. I thought that JM had learnt from his past gross mistakes such as the ones he committed when campaigning in Malta and in Iceland against EU membership and against the introduction of the Euro as well. But unfortunately I was as wrong as he had been and is still to this very day. His first budget speech was full of gaffes as PM Gonzi will show him next Wednesday.

Actually the registration and circulation tax guide lines of 4th Nov 2008 specifically state in section 11.3 The VAT paid on registration tax in 2008 will not be refunded or credited.
That is after the minister advised us earlier this year that we should go ahead and buy a car as we had nothing to gain by waiting for the new regulations.

Thumbs up to Joseph Muscat for his reaction.
It is this type of arrogance which is being pointed out by the leader of the opposition that we 'ordinary people' are finding it hard to tolerate in the government,
The European Union confirmed that this tax was abusive long time ago, yet the government acted 'NAIVE' and kept abusing as if 'the people did not realise' while hoping that 'the people' were dumb enough to sit shut and accept the abuses.
Finally Malta has a leader of the opposition, who is in touch with what people feel, a leader who understands and reacts to how it feels to 'feel the pinch', something which the PN is missing in its 'comfortable 20 year old castle'.
Even if Joseph Muscat is not very experienced and might not have 'the GREAT and WISE plan of SALVATION for the Maltese Islands as Dr.Gonzi wants us to believe he has in the face of the international scenario.
Joseph Muscat is showing promising signs that in a few years time, if he has a good and genuine team backing him, he would be ready to successfully lead the country.

Hon. Tonio Fenech Last friday on Xarabank said "“Il-licenzji sa jigu d-dopju u l-karozzi gibnihom scrap, dan mhux vera”. It is totally true that they've doubled the licences, I will now pay Euro363 instead of Euro175 for a car that it is in good condition which I rarely use and also can't afford a new one. Any help from people up there? Hon. Tonio Fenech can you sponsor me?!
Wonderful - I bought a car, paid high registration tax and now i have also to pay higher licences!! What else?!
