Video: Government sticks to tariffs decisions - new assistance for large firms

Infrastructure Minister Austin Gatt said this afternoon that the new power tariffs would be introduced retroactively, from October 1, as previously announced.

Speaking at a press conference, he said the government had decided that the power tariffs announced last week would remain unchanged, but the government, in an effort to safeguard jobs, would assist 26 major companies when their bills exceed surcharge capping levels so that their costs would not rise by more than 40 percent.

He said the new tariffs were based on a projection that oil purchase costs over the coming year would be €21 million less than the past 12 months.

The new domestic tariffs would see an increase of between 55c and €1.80 per person per week, the minister said. He added that 122,939 accounts out of a total of 196,676 were expected to benefit from eco-reductions.

In the case of commercial users, the bulk of consumers, 37,000, would see an increase in their costs of some €5.50 per week.

The minister confirmed that the capping system on the surcharge would be gradually phased out over three years. He said the government would allocate just over €5 million to help large firms when their costs increased by over 40 percent of the surcharge threshold.

The minister said the government would also pay Enemalta €7.7million for its social obligations and €8.1 million to subsidise low income households.

He said water tariffs were expected to cost each person an additional outlay of between 83c and €1.19 per week but some non-residential consumers would actually see a decrease in their costs since cross-subsidisation would end.

The new tariffs would be regularly revised according to oil prices.

I have another opinion about the drydocks. If the Goverments of the last 20 years had not worked against the drydocks but really worked to make the drydocks viable the country would not have pumped millions down the drain. That is the way the nationalists work - they were happy to let the drydocks go bust so that it will be percived badly by the people and than he will have no problem to cvonvcince pepole that iot would be best to go - and go to whom - lets wait and see who is going to enjoy the benefits. Wouldn't it had been better had the drydocks diversified into other areas and produce even under license environmental electricity generating equpiment.

One thing for sure - if the Goverments of the last 20 years had not wasted One billion Euro supporting the drydocks we could have had a new fuel efficient power plant and investment in alternative energy - and we would have now a cheaper utility rate...plus cash to spend on tax rebate for all Maltese Citizens.

(ctd) whether the utility rates are subsidised by the government or not, the cost of subsidisation comes from the taxpayers' pockets. So the exercise of revising the tariffs is merely one of accounting practice, no more no less. Despite all the comments on this blog, there isn't one which compares the old rates + 95% surcharge with the new rates. According to my calculations and subject to correction, the difference is marginal. Working on a annual consumption of 7 000 units of electricity and 180 m^3 of water: last year's bill was Eur 1 600. According to the new rates it will be Eur 1 300 for electricity (at 18.9 cents a unit) and Eur 500 for water; a total of Eur 1 800 - a mere couple of hundred euros a year. The difference should obviously be less for those households that consume less energy. Can anybody submit other comparisons?

@ Alex Ellul----I think the w&E bills are illogical and unfair not because of the extra money that we have to fork out but because Dr.Gatt used exactly the same argument Dr.Sant used in 1998.........I wholeheartedly disagreed with Dr.Sant then (and he got the drabbing he deserved) and I wholeheartedly disagree with the same "politika tal-calculator" now !!

You can't imagine how much I am enjoying this charade! What do you expect from a government who has been in office since 1987?! I am sure that if this government will remain in office for five years, the same people who voted for PN in the last election will vote again for the same government. People tend to forget. You people, who voted for this government in the last election, you all made your bed, now all you have to do is ... you know how it continues. Applaud those who have spoken so well on our tv stations about the merits of this government and have struggled so much to portray Alfred Sant in a bad light. Why are we paying all these high prices when the price of oil is at a very reasonable price? Who is responsible for the state Enemalta is at the moment when if we don't pay all these high bills, there will be no money left for the payment of wages? PN - you have taken half the country for a ride!

Is this a new way of doing consultation ? First decide , then organise a few meetings and then impose what you have decided way back.

All the major Trade unions and organisations are rapresented in the MCESD and thus are representing the whole strata of the population. That's why in this matter ALL of us are going to be united in a single front to protest against this arrogant way of doing politics

Will someone please tell me where I can get hold of the new tariff structures so that I may work out the consequences and effects for myself based on my consumption figures, instead of relying on others who will only point out assumed figures and averages? The Editor will earn our gratitude if he publishes these tariffs in detail in The Times.

I have always believed that better get things done straight away and move on and Minister Gatt has always moved in that particular direction. However, I sincerely think it's bad timing, not for the Government of course since he would have never done such a thing a year ago with an election on the doorstep. The election is 4 years away and people have a tendency to forget . I have a feeling that this is only a preparation for the privatisation of Enemalta, only time will tell....

@ J. Farrugia.. I gues by `heavy burdens` you are refering on to-day`s subject.. i.e Exorbitant Water & Electricity Bills... In that case, you ought to know, that the 1998 Labour government as well had published such bills, and I TOO was all out against them. Also there WERE heavy public protests by the UHM and ALL other PN Allies. The GWU too had expressed it`s disagreement.... BUT, the difference is, that such bills were NEVER sent to be paid, as the then Prime Minister Dr. Alfred Sant, had first ordered the cancellation of those bills, and then an internal inquiry about the `misleading` information he was given, by the so called `advisors`, who incidentally were the SAME people from the previous PN government...!!!

@ John Schembri... John, the Italians, Greeks, Spaniish, Belgians `` DID IT`` on different other issues from ours, but on something which they strongly oppose just the same.. The kind of `Issue` is irrelevant, so long as it is hurting the Local Tax Payer.. Example.. A few days ago, Over 2 million Italians strongly protested against Prim Minister Berlusconi, `To Save Democracy` in their country...

So let us all unite and `sing the same song`..

Austin Gatt. An apolitical thought here. You are digging your party's, your country's and all our graves. This direction sets the country on a downward spiral which it will have a hard time getting out of. Other countries are large enough and resilient enough and wealthy enough to weather measures like these, and even they suffer. For a fragile economy like ours, yours is the death knell to the manufacturing sector... and wait for the repercussions on the hotel industry once the worldwide recession hits in earnest. Of course, it must make perfect sense to someone in power, increase costs at the time when the country can least afford them, and at no point factor in the lowering in the global cost of oil or the inefficiencies of Enemalta. Perfect sense.

although it is a heavy burden one thing i will say about assistance to large firms. if their costs are too high the consumer will suffer through higher prices!!!! or they might even move abroad. either way malta will lose so maybe assisting them might prevent this!!!!

Many people suffered in the 80`s. My parents as PN supporters suffered as well through multiple injustices but we cannot keep looking at the past for the sake of democracy.
This is like keeping ourselves slaves of that same past.
I don`t know if you work but believe me in the last five years the injustices I have suffered and the violence, not physical but mental is tremendous. I `v seen people being promoted in my department after months of work when i`v been working hard for ten years and with a scientific degree and the promoted with O level standard. I'm talking about a managerial post here(no wonder many government companies are inefficient ). This is not because I`m red which i`m not but simply because I m not a PN hardliner and "tal qalba" There are times where I can`t sleep at night thinking about what i`m going through.

Hence OPEC and the other oil and gas producers will have to compete with these emerging technologies and therefore cannot raise the price of crude according to their whims since they will have to compete with them The new techs). The emerging techs will also have to compete with each other, which is, after all, the law of free enterprise. The energy paradigm is changing fast, with a very strong bias towards renewables and not only wind and solar, since there are emerging techs that will defy the imagination. OPEC is trembling and oil is tumbling. Just wait and see. Furthermore I am sure that this government has already measured the depth of the water it is threading in and knows where it is going.. where we have to be: no free meals.

We are still reeling under the roller coaster ride, feeling nauseated by the bad experience, including its effect that with the banking debacle gave a double-whammy to the global economy.

The world has reacted in three ways, namely: politically, economically and technologically, causing the price of crude to finally go on a free slider towards a rationalized price that will eventually settle down to between $20 and $25 within a few months.. Then we will all forget about it all, only to tell it to our children how OPEC blew it twice, in 1973 and 2008. Continued….

It appears that a lot of people don’t know what voting in a general election is all about. You are voting in a government to do just that, GOVERN. And that means looking at the state’s affairs as a whole and not just the power tariffs.

In all honesty I believe that this situation would not have been avoided had Dr. Sant been elected a year ago but we need to stop living in a world of ‘what ifs’, maybe things would have been worse !

This government, which professes transparency, should publish a list naming the 26 privileged companies to avoid any doubts and accusations of favouritism. Are they private businesses, NGOs, high volume employers, foreign owned companies, or friends of the government?

Is it one particular sector or are some, say a hotel, being favoured against their competition?

Mr E. Gatt thanks for your input but I assure you that I am very frugal about power & water consumption. For instance you forgot the water heater, whenever possible switch on only when required, while a gas water heater is more consumption efficient, use gas to boil water, use natural daylight whenever possible. By the way the carbon footprint is also reduced by keeping the car in good maintenance order and driving it in a responsible manner.
If a family of four manages to reduce 10% from the car journeys, energy and LPG consumption it will reduce the CO² footprint by about 1.2 Tons.

I'm having the best time of my life seeing all these disgruntled nationalists......yet again. They were in this state a year and a half ago......and after a load of sweetness and pampering by Gonzi, they voted him back in office. Now they're begging the minister not to take such drastic actions.....buhahahaha you brought all of this upon yourselves.

And what I really don't get from Austin Gatt is this, he's gonna cut the subsidies, which are being paid by our own taxes (so there'll be more money to spend, since there aren't many assets left to sell nowadays) but he's still going to subsidize some major companies......

with some brains we could simplify the equation.......

yet another NEW STEALTH TAX!!!! and then Gonzi boasts of cutting down taxes for 3 consecutive years.....yer right!!

and don't give the the international oil crisis crap........a barrel of oil has plummeted to $61!!!

All social partners forming part of the mcesd should resign en block. It is clear now that they are just a rubber stamp committee so GonziPN could push its taxes down our throats with their approval. They are just pawns in the hands of the government to endorse the hardships GonziPN inflicts on us and when they did not agree GoniPN did not care. In a way these so called social partners are also to blame as nearly all of them supported Gonzi PN in the election and at various stages made statements in favour of the PN in particular certain unions who were more interested in a PN victory rather than the well being of the workers they should represent. Members of this union should resign as their actions lead their members into this trap.

if we want to cut out on our bills for electric, why do we not go to mintoffs policy and put out most of the lights on the main roads where they are not needed, i am sure that everybody will agree to do this if it means getting smaller bills. That is what they are asking us to do in our establishments why not do it on a national level. dear government, practice what you preach.

dear government, you are so worried about the big businesses that you are helping them out because they employ a lot of people. fair enough, i run a small restaurant in marsascala, nobody is worried about me not being able to pay my extravagant electricity bills, if i close down, so what that will be three people on the dole, but what happens if a lot like me close, that will no longer be three people that will be a lot of people. Did you ever think of that. Better still do you care about us little ones that are trying to scrape a living, or is it just the few croneys that concern you. What about all the other expenses that we have to put up with, can we bring our prices up? no because the people cannot afford to go out as it is let alone when they get their bigger bills. Increase the wages, worse thing that can happen because then how can i afford to pay my staff. Any suggestions please? its time we crawl from under the rock and speak up. Maltese people always were afraid to speak up, its time this policy was changed.

Austrin never fails to leave us amazed. Besides the hefty tariffs there is another catch...and a very very big one.

The tariffs were worked out when oil prices were at their highest and notwithstanding a big fall in the price the tariffs have remained the same as originally proposed. In addition the minister stated that the tariffs will be revised depending on the flactuation in the price of oil. So if the price goes up say to 80 dollars we will get another rise in tariffs when these were originally worked out when the price was 140 dollars.

This is the biggest shame on the majority of the maltese who voted for GonziPN. What a betrayal.

i think minister gat is right! many industries will close down, and this as was anticipated by the gattpn about a year ago. yes there will be less consumption from the empty factories and as well in the domestic sector there will be less consumption as it will be hard for the working class, not working,

..................what also irks me to no end in this decision is that in 2004 the PN accused Dr.Sant of being pig-headed as all the Social Partners (save the GWU) told him that EU was the way for Malta!! At the time I agreed and being a europhile I still agree 100% today !!!

But how is this better?? Aren't ALL the social partners telling the govt. that this desicion is wrong?? So who's being pig-headed now??

This decision is pathetic, irresponsible, illogical, arrogant and downright insensitive and what irks me most is this; 10 years ago we accused the short-lived MLP government and it's PM that in order to fill his "hofra" he got out his calculator divided the debts and threw all the burden on the taxpayer!! The PN joined Mintoff in the accusation that Dr.Sant and his government had lost its social conscience!! Obviously the PN was right at the time!!

But what about this?? How much better is this than Sant's "Politika tal-calculator"?? How is the government being sensitive to those who can't afford ( and NO I don't mean the ones on the dole and the bloodsuckers who can't bother to do a thing) I'm referring to the hardworking middle class?? How can the government possibly claim to have a social conscience if it did not even bother to draw a Social Impact Assesment?? How on earth does the Govt. expect us to pay through our noses for the financial mismanagement at Enemalta??

When the prices of Oil went up we were more than understanding but now the price has gone down so there is no apparent reason any more

The minister said that tariffs would be revised according to oil prices. When is the next revision due ? Oil prices have plumetted since the tariffs were first mentioned. While should the "imsiehba socjali" attend
meetings the Government.? Haven't they realised that they were being taken for a ride all along ?

Excellent expression of authoritarianism by the incomparable Agostino Gatt. Dialogue with civil society and social partners is rendered a waste of time! Actions speak louder than words. Is this the shape of politics to come? All hail Caesar because he said so ! Gattpolitics is sounding less creative and more defensive by the minute.
You are requested to grin and bear it, (moaning is not an option).The wiser and visionary August one, knows better than you or any bunch of time wasters at MCSED and more so at that formality called parliament! Suggesting an alternative route would be preposterous of course, alternatives are not allowed in Gattville! Anyway Happy Gattmas to you all!

J.Abela, for your information , my family and I are are not miserable , we will if this happens, we have no heaters, A/C etc., will live a normal life, we only have one car, which is old but faithful, and yes am proud to say we are all PN and yes we shall not vote if this will happen but no OTHER PARTY will get our votes. Have you forgotten how we were treated, in the years gone by, no chocolates, toothpaste, tightening of the belts, no water not because we did not pay the bills, and then finally the beating we got in the eighties,even if they did not know what party you were with. Yes I am ready to protest all this, and yes my dear we are a united family and love one another and most of all we have something which you might not have LOVE AND HONESTLY GAINED MONEY FROM OUR SWEAT ONLY AND HAPPINESS TOO. but I am not ready to work six jobs to pay for these bills. and miss my family growing up.

It is a very drastic action taken by the government towards the middle class. My family and I cannot afford the 95% Surcharge let alone an increase in the tarrifs. Wages are very low here in Malta and these high tax will put me my family and I and I'm sure lots of families into crisis.
Hope that demonstrations will be organized so that Dr Gonzi will not introduce these tarrifs

Yes it will be hard not to switch on the AC , but I won't be paying other people's bills.
If I were the PM I would only cap those companies who would keep their workers and install solar water heaters , PV panels or wind generators.

What a democratic country. The tariffs that were proposed for the first time round, are enforced without any room of discussion. I can't see why no serious research has been carried out prior to this decision. Serious I mean Serious rather than maths!.

Well it is early for an election but the same will happen next time round. People will forget all about this and get blind a few months just before the election date. Once in government ejja naghmlu herba!. You can see even people on TV clapping to speeches.

We'll never learn. I did though.

Therefore the only way out on this kind of arrogance, is to UNITE AS ONE WHOLE FORCE, and organize an organized and peacefull General Strike / Protest at Valletta or ta Qali...

Your first statement is the ruin of this country. What do you mean by saying that I was an will always be blue? Politics is no football team. In my opinion not the tarrifs nor any other issue is the ultimate problem but the real problem is people sticking to a party no matter what. It is not worth it, and this also goes to those who are given favors politically. We should not be beggars but people who find jobs because there are jobs available. How nice to get promoted through one`s own capabilities rather than through a minister`s power.

@ Maria Busuttil - You pay for your bills yourself. I pay my own thank you. For what I consume. You should send your bills to those 30,000+ who waste and do not pay. And they are running in Mercedes and what not. This tale of 60 dollars is only at present and for your info, enemalta purchases oil (refined and not crude) from Italy or Libya whichever is the lowest. But we purchase supplies prior to the date of the bills. If only we knew when the prices will crash down!!! I will purchase millions of supplies. But this is the economic world. If you take Italy, they are constantly changing the petrol prices to the highest! If you are interested in reducing your consumption consider replacing your domestic appliances with new energy efficient models. You could also look into double glazing/insulation to reducing heating bills in Winter, and blinds/shutters to keep out the heat in Summer. You could also save a few units a year by not keeping appliances (such as TVs and monitors) on standby and unplugging mobile phone chargers when not in use.

Remember it is your responsibility to reduce your carbon footprint - for the planet’s sake as well as for your pocket.

When the party was sinking we gave it our support, helped them to get where they are today, I am not ready to fork out more unless, of course, I am given all this expense back. I am a normal family with 4 children. You just tell me how much for a family of 6 per week and also per year, I don't have heaters, A/C, unless some loving person is ready to pay my bills, than anyone is more than welcome. J Farrugia do not stick your head in the sand. I have done that other times and suffered, I live as good as I can, have worked all my life and do not want sympathy from anyone. Cost of electricity per annum@ old rates plus 95% SG:

Family of two (excluding the meter rent) 3200 units = 377.11 Euro (cost per unit 0.12 Euro)

Cost of electricity per annum @ new rates:
Assuming that the Eco reduction is equal to 20% reduction on the first 1000units & 10% on the next 500 units.

Family of two (excluding the meter rent) 3200 units = 529.6 Euro (cost per unit 0.1655 Euro)
Less Eco reduction if it applies as above ...................... 40.85 Euro
Net unit cost................................................................. 488.75 Euro (cost per unit 0.1527 Euro)
Difference in consumption cost between old & new tariffs:.....111.64 Euro

I have just had a quick look at the tariff structure and concluded that in my case (6 500 units per annum) there is hardly any change from the present tariff + 95% surcharge. I am reckoning on paying something like Eur 1300 p.a. including the increase in water rates. Could this be after all this rumpus?

Electricity companies that generate power from oil have increased their tariffs all over the world. Despite our total dependency on oil for electricity and high dependency on oil for our water needs, we still pay below-average rates for these utilities. Subsidies create an illusion that costs are not increasing - result higher electricity consumption that ultimately lead to higher income tax.

The government did listen to various groups, conceded in certain areas, maintained its protection for the 30,000 worst-off families, and in the end had to take an unpopular but realistic decision.

Nobody is happy to be paying higher rates but somehow many people believe that we are unaffected by the realities of the global economy. These people also believe that you and I should pay higher income tax to keep their illusion alive.

Does this mean that as soon as oil price goes up , so does our elecricity bill ? They never went down when oil prices are at a record low , so we should not agree to pay more when they go up . @Mark Zerafa. If in 1997 went the way the Labour Government wanted, we won't be having this problem now. But for political reasons, the PN, who knew about the problems, went against it, and smelled that something was not right in the Labour camp. And sided with Mintoff to bring down the MLP government. Now that the problem has come back to face us when the world economy is in a slowdown. At least 1997, we had the strength financially to combat the new tariffs if they passed, but now...... Won't even try to think about it!!!

@J Grech et al complaining of the PN Government's method of solving the Enemalta PROBLEM. Please remember that the Enemalta MONOPOLY was created by the MLP when in power many moons ago. That government had nationalised the fuel trade (remember Esso, BP and Shell companies?) and created a locally-designed economic monster.

The problem is now compounded by the oil price hikes, however this will settle down as it is wont to do, and as happened after the 1973 oil crisis. The pricer of oil s already down to $63 and OPEC is in panic. In the US petrol is already down to $2.6 per US gallon, however one must note that in the US petrol is not taxes while in Europe petrol (and diesel) are heavily taxed and is a very good source of revenue to the governments.

The problems are not as big as they seem, time will tell. The real problem is the global economic crunch, but it will settle down in a year or two, while the rogue banks and regulators would have learned their lessons.

At this moment in time nothing is for free, public corporations are mismanaged, spending is un-budgeted, confidential accounts hacked, public contracts and tenders are mishandled. In In 2012, however, we would once again be living in heaven; a veritable paradise on earth with a super-strong economy and a bold, strong-handed leader to boot.

This is a vicious cycle that repeats itself over and over again. It's what happens when you give the same group of people the mandate to govern for a quarter of a century.

Any strongman who can tell us how Malta can deal with water and electricity tariffs. As if the petrol we consume daily does not come at a price? as if the water we waste does not come at a price. Please tell us how to deal with the tariffs if you are accusing the government of pigheadedness. Tell us how to solve this water and electricity problem. Oil purchases have to be paid. HOW????? A price restructuring exercise which had to happen if we want to eliminate the distortion in economic allocation of resources brought about by subsidies.

With fuel prices enjoying a sharp dip in prices of unknown duration this is the best time for tariff adjustments.

We however expect full information information on costings for fuel supply, electricity generation , distribution losses and overheads to ensure that we are being charged fair tariffs and not cross-subsidising some other deficit or government revenue generation exercise.

Of course, all of a sudden, we are promised the possibility of "giant oil strikes". I don't want hope for a less bleak future.. I need more money in my pocket now! What a brilliant way to handle a global recession!

The UK government, for instance, is prepared to increase its deficit in order to increase public spending. But we Maltese know-it-alls have instead thought of the best way to decrease the spending power of the consumer.

MLP did it in 1997. Austin Gatt did it in 2008. I guess I need not even bother to throw a paper in a box in five year's time. There is no real choice here.

We are going to pay not because of the oil price, but because of the inefficiencies running in Enemalta. This shows the irresponsibility of goverment. I cannot imagine how those responsible for such inefficiencies (including the government and his ministries) will go to sleep peacefully every night. But this government will continue to destroy families, when he does not agree with divorce. Economy, SME's, Pensioners, Families, Young couples will all be destroyed.

It is quite obvious that we are in the arrogance phase of a nationalist administration, in 3 years time we will see the usual metamorphosis, one hopes that by then, all those who have been duped to vote gonzipn, like I was, will learn from their mistakes and choose alternative avenues. Obviously voters have an opportunity to voice their aggravation in the forthcoming Euro Parliament elections. Why did the government meet the MCESD if the tariffs went unchanged? This looks more like a dictatorship because the ideas generated by the concerned parties were simply thrown away!!! Since the MCESD agreed that the tariffs were unacceptable how about some action now? And by action I mean not just a press release full of angst but strikes, work to rule and others things like that. The government has to understand that it is not omnipotent and just like people voted it to power they can force it down. (Mind you I am in no point saying that we should take to violence but to harsher measures already mentioned above)

So by Minister Austin Gatt's calculations a family of 4 will have its water and electricity bill increase between a minimum of Euros5.52 per week to a maximum of Euros 11.96. This is just an INCREASE on what we're paying now. SHEER MADNESS!

Minister Gatt said THE NEW TARIFFS WOULD BE REGUJARLY REVISED ACCORDING TO OIL PRICES. Correct me if I'm wrong, but didn't he tell us that ones before???????????????????????

OK but:
1. Please just tell us how much we have to pay per unit and what the eco level is. We are already a month into the new but unknown price of Electricity and Water for which we have no idea what the cost is.

2. Please do not allow estimate bills to be issued mid way between a change in tariffs. Tariffs should only be changed at the end of a billing period which has not been estimated but the meter actually read and official readings recorded.

In the case of 2. above. If the suppler cannot come and read the meter then open up a website in which users can send in their official readings as at the 1st of each month which they can use as a billing process between each supplier visit to read the meter. This is only fair - pay for what you use at the quoted price, not guesstimated readings built on two different tariffs.
