Actually Lufthansa only lowered the fuel surcharge on long-haul routes from Euro 62 down to Euro 52. Inner German and European routes (which includes the Malta Frankfurt service) are not affected by the reduction.
Now this is very strange as the fuel per barrel costs today approx. USD 65 and in their very own web-site, Lufthansa promises the following:
below 70 but above 60 USD per barrel - 45USD per route
Lufthansa is laughing their heads off when they see your article actually praising them for lowering the surcharge because in comparisson they are charing more than ever. They will now buy the fuel (called 'hatching') at below USD 70 per barrel and as soon as the fuel starts to increase again they will charge even more. No wonder Lufthansa makes a record profit every year since the fuel has started to go up.
