Last year there were 29,569 persons benefiting from subsidies or exemption from paying the surcharge on water and electricity bills. There are, this year, 27,918 beneficiaries. Answering a parliamentary question by Charles Mangion (MLP) yesterday, Social Policy Minister John Dalli said that in order to qualify for such benefits a person must satisfy one of a number of criteria.
