Soil footpaths instead
Many signs on the Sliema seafront ask people not to dispose of dog litter in the soil and as a dog owner I think this is very wise. However, does that mean that the local council is encouraging dog owners to get rid of dog litter on the footpath instead?

I think the assumption is wrong, as the options are not only on the soil or on the footpath. A third one would be for the animal owner to carry a sort of bag, plastic or otherwise and pick up the stools when the animal dirties. This will then be disposed of at the owners residence.
I am writing from Brampton, Ontario, Canada and this is law. A ticket may be received if the animal dirties and this waste is not picked up. In fact when going for the daily walk all owners usually "display" this bag being visibly held in one hand. There are several small areas in parks specifically for dogs mostly and one can see during the course of the day hundreds of daily regular owners in this area. It is enclosed, entrance free, cleaned by the city and has benches as well as some bush landscaping. This should be looked into by the Local City Councils if not already in use.

How about all dog owners soil their own sitting rooms instead of public land. If you want a dog keep it to yourself together with its excrement
