Oh dear, prices are falling

On October 8, The Times dedicated its entire back page to a publicity stunt by the Chamber of Small and Medium Enterprises - GRTU entitled Property Crisis Looming.

The president of the GRTU's property section, Sandro Chetcuti seems to think that any worry being experienced by construction speculators and investors, because they cannot sell as well or as fast as they would like to, is shared by 99 per cent of the population. And, moreover, we are told, the government should now step in to protect these poor souls, against the laws of demand and supply, by taking various measures in their interest, dipping into public funds for subsidies or arm twisting the banks to be more lenient with loans. In this day and age, that's rich.

I am not competent to evaluate the claim that Housing Authority prices are sometimes higher than the private sector's but if there is an oversupply of residential developments the government can hardly be blamed for it at the same time.

When on March 18, 1969 as chairman of the Djar Għall-Maltin campaign, on behalf of the Maltese student body after a protest march in Valletta's main streets, I had submitted a memorandum on housing and land planning to Prime Minister Ġorġ Borg Olivier and Archbishop Michael Gonzi, our concern was that the average Maltese family or would-be family could no longer cope with the rapidly-rising property prices in a "boom" situation, partly fuelled by incentivised foreign residents. It was in that context that we had proposed a social housing programme, which was soon afterwards introduced, as well as greater attention to land planning and environmental conservation. With the advantage of hindsight, I dare say that student initiative during 1968 and 1969 was a pioneering and prophetic one.

To what extent has the situation changed since then? How far has the rural environment shrunk?

Property in Malta today costs more than what it does in various other countries in Europe and elsewhere, so much so that several Maltese are investing in property overseas. But, Mr Chetcuti tells us that "while the property supply grew, the demand did not".

So what? Investment is always risky and over-investment (or money laundering at a time of currency changeover) is more so. Not everybody may wish or can afford to reside in a seventh floor two-bed sit or relish the roof of a fourth floor penthouse apartment. The public is in no way bound to finance construction speculation further than it has already done by being constrained to pay through the nose for often ugly concrete block apartments and over-priced properties generally.

There is more, however. The GRTU's property guru also wants to destroy what is left of residential quarters in this tiny, noisy, dusty, generally dishevelled and grossly over-populated island, whose administration apparently has money for certain sectors but not for others and risks getting its priorities mixed up. As an encouragement to property speculators and investors, we are told, the government should now push for "mixed zoning". "The government should wake up and issue a legal notice to permit commercial operations, such as offices and small showrooms, in residential areas."

How disgusting. The thin end of the wedge. In return for quick profits, have property magnates sworn not to let anyone in these islands live in peace in what's left of them?

What the government should do is ensure that any new buildings all have wells and energy-saving devices in addition to underground garages, immediately permit a crematorium to spare arable land and farmers from cemetery extensions, abolish daylight robbery laws against property ownership and market value such as the 1979 one, and not repeat its 1996 electoral pledge to build some kind of airport on the "eco" islet of Gozo.

For many years all those with a vested interest in inflating property values colluded in every which way whatsoever to talk prices up. Did they really think that building (in worst possible taste uglifying Malta - Singapore has done it infinitely better) could continue forever and defy the economic laws of demand and supply? Now comes the downturn and I hope that Malta's banks have stringently stress-tested their property loans risk. Not that it required a crystal ball, however, in May 2007 I foresaw the inevitable and anyone interested can link to:

An excellent article to counter the gibberish by developers and their lobby expecting public funds to maintain the current artificial property prices. Property prices rocketed out of reach of many young couples. Lower prices due to higher supply is a long awaited blessing in disguise.

Industry is organised and through their lobbyist manage to get unfair measures at the cost of the rest of the population. Another case in point is the capping to industry and the hotel sector.

Very bad planning indeed. Everybody except developers was expecting a property slump. Not only did developers overbuild, but they demolised beautiful buildngs to make way for a maze of awful looking apartments and now, when they realised that nobody wants to buy them, they are expecting to sell them with the help of taxpayers' funds. They demolished hotels at the first sign that tourism was now doing well, and now months later demand for hotel rooms increased. There is a dire need for office space, but no we only have blocks of empty residential apartments available.

"Property crisis looming" indeed. Mr Sandro Chetcuti has to be applauded and heartily congratulated for his cheek by one and all - except, of course, his band of like-minded adventurers. I would have titled his piece "Home-seekers' milching process in deepening crisis"

Well done for yr excellent article.
Sandro Chetcuti is like all other businessmen. When business is booming they get the profit (forget all about taxes) and when things slow down they want Govt to intervene. Commercial operations have already ruined the quite atmosphere of many residential areas. Shall we continue to ruin the few remaining places. In the past neighbours were always consulted by the authorities before permit is given to a commercial outlet. Why has this practice stop? Why are quite and peaceful residential areas allowed to degenerate because of commercial outlets such as take-away, bars, restaurants, etc. Why? It seems that instead of giving more power to the citizen, it is now not even consulted about matters that effect him directly. We should move back to the old times.

Thank you Henry Frendo for your excellent article. Government will do well to heed the comments you make. It is despicable that the Construction Magnates who have built and built to their hearts' content, trampling over countryside, ruining young people through exorbitant prices for homes in the process, should now expect government to help them out of any financial discomfort their uncontrolled greed has landed them in! They sowed the seeds, may them now reap the harvest!

Well written.

So now we should subsidize the speculators who have ruined our villages.

My heart goes out to these people because they probably would have to sell one of their THREE BMWs.

We live surrounded by building sites with noise and dust from morning till dusk. We are surrounded by empty blocks of apartments. Since the 2006 amendments to the local plan, we might as well be living in a quarry.

Will we ever get some peace in the grossly over built and over crowded country?

Totally and wholeheartedly agree with this article contributed by this respected gentleman.

This is must be one of the very few countries with supposedly a free market, where private investors / developers who failed or are failing because of there own risk taking, basically with over suppling a particular product, now want public assistance! The cheek!

Everywhere else in the free trade world it is a matter of buyers or sellers market,

The sellers market had it good for a long number of years, and now it might be the buyers market, and let us hope that the buyers will have their turn for a number of years !
