GRTU suggests measures to ease power tariffs hike

The GRTU Chamber for Small Businesses this afternoon proposed measures to mitigate an increase in power tariffs and said tariffs should be multi-tiered.

Chamber officials at a press conference insisted that the government needs to keep in mind that consumers in Malta have no choice of provider.

Director-General Vince Farrugia criticised the tariffs proposed by the government last week saying that consumers would have to pay more to compensate for Enemalta's administrative and technical inefficiency. He said the tariffs were too high.

With regard to domestic tariffs, the GRTU said there should be two tariffs. The first would be a guaranteed price option for a minimal of 365 days. This would enable consumers to plan at least for a calendar year.

The second was an Alternative Multi-tier Option with the introduction of Peak hour Use, Intermediate and Off Peak metering.

The GRTU said there should be the introduction of electronic payments against a discounted facility.

There should also be rebates on installation of solar heaters and photovoltaic panels, with rebates covering minimally 70% of outlayed capital. Rebate to be given 50% through billing structure over 365 days and 50% in payment.

The GRTU said there should be a threshold for households depending on the

individuals in the home. Such tariffs should be structured to conserve energy use. It needed to be ensured that the use of electricity in units did not surpass a basis year 2005.

The chamber also called for home energy audits and the introduction by Enemalta of a loyalty card for those who use less than their established benchmark. The loyalty card would include a point structure that could be utilized by the end user for purchases from “Enemalta Major Partners” The chamber said mitigation initiatives could also be taken for industry, hotels, business and non-residential clients. It said such clients should be benchmarked at 2005 levels and energy audits made.

A rebate mechanism of up to a maximum of 70% on installations of Photovoltaics and also solar energy should be introduced. Other renewable energy sources to be considered according to the related sector.

The GRTU said MEPA should undertake that all buildings over 1000sq metres are to meet the Energy Efficiency in Buildings Directive and be energy sufficient in their needs. This would mean having providers to the grid instead of the other way round.

The chamber said there was no doubt that the removal of capping on the current surcharge would impact those companies which were . It said such companies should benefit from immediate energy audits so that recommendations on saving energy could be made to them before the end of the year.

Enemalta should also enter into agreements with alternative energy suppliers which would include price structures for products to be made available to the non-residential sector at preferred rates.

Enemalta should also offer a standard choice rate of tariffs and a multi-tier choice of tariffs to the non-residential sector. Benchmarks should be based on 2005 annual consumption.

It would be be interesting to know exactly WHEN Enemalta can do better than 15% efficiency from it's generation of power. Mix that with the well known mis-management-well, maybe if they improved their lot they wouldn't be losing money hand over fist.

'BACK OFF' is all Dr Muscat can come up with!!! How arrogant! How is this comment going to benefit our country?

We need quality people on this island like Vince Farrugia of GRTU. Unfortunately Tony Zarb and Joe Muscat only appeal to people who are content with political attacks rather than come up with something intelligent. On Bondi plus I couldn't help noticing how low Tony Zarb could go when challenged about alternatives.

Can you please entertain us with what Joseph Muscat have proposed to solve any of the issues on hand.

What we need from the MLP and Joseph Muscat is not headlines but substance. Joseph Muscat and the MLP should take the lead like the GRTU and propose alternatives.

Gongrtatulations to the GRTU for showing and demonstrating how a parliamentary opposition should act and behave in a democracy.

these are very good proposals . The industries and the people in the street at the moment are paying for the enemaltas mismanegment and for their inefficiency where if not mistaken for the last decades was responsible for the government . So instead of introducing these suicidal rates Dr Austin Gatt should sit down and consider these proposals . I would suggest that these proposals should be discussed in a conference between all parties concerned and instead of having a none existing prime minister and a latest version of lorry sant called austin they should take these proposals in consideration

GRTU is right. Such proposals encourage serious debates and not political confrontation of applauding or else busting!

The government must not ignore these calls. Remember that Dr Gonzi has removed the energy subsidy scheme as soon as he arrive in office. How can somebody trust such an administration???

We always pretend that mlp give solutions to solve the governments problems instead of pretending to have a government not to mess himself in the first place . Can we realise that we have an arrogant government and if these things are happening in other countries they would have a total chaos .

everyone is pretending that Joseph in his few months should have solved all the problems instead of appreciating that this person is trying to solve these problems from the opposition side . Always keep in mind that when pn was in his seat instead of helping the government they used to go abroad and tell the respective countries not to deal with Malta .

Definitely a very worthwhile proposal, what baffles me is that the social partners have the commitment, know-how and interest to come up with valuable suggestions however the Labour Party never seems to be at the forefront, challenging change with change, yet safeguarting joe citizen, this is the sort of opposition needed, just claiming the new tariffs will be the cause of more hardship is not avant garde , we need the Leader of the Opposition and his spokepersons to be brimful with impacting and far reaching proposals, this is the manner by which the Opposition will gain credibility and become a sound alternative. If we are to spend another 5 years listening to statements by the Opposition exponents that a plan exists for all the country's challenges then the chances are that the MLP will carry on suffering from a serious credibilty issue and will only stand a remote chance of being voted in on the basis that the PN would have lost the election rather than the MLP winning it, a risk that the MLP should not take given its track record at losing elections and the PN's knack of shifting matters in its favour at the eleventh hour.

it looks that Dr Gonzi knew about this energy problems long time ago cause he promised us the bulbs so he had time to think how to solve it .

I think he is playing around to fool us once again . We should congratulate Dr Joseph Muscat cause he is showing that he is already in touch with the people and he is trying to solve their problems even if he is still in opposition

Well done GRTU although the people still don't know the proposed pricing of the new tariffs. and what about the first 600 free units. are these still on? Obviously we'll know all this in the forthcoming budget 2009 which is only a few weeks away. (Min jistenna jithenna!)

It would be a great idea if the government starts to give realistic incentives to people ready to invest in renewable energy. For example, if someone wants to invest in photo-voltaic systems, then that person should be compensated in a fair way by Enemalta buying back the extra energy generated at an advantageous rate. If I am not mistaken the rate benefits Enemalta and not the generator.

These systems not only reduce the dependence on fossil fuels but leave a positive environmental impact. Its about time the government make a realistic plan instead of the usual bits and pieces initiatives it launches, which are usually just media friendly actions anyway. By the way, i am still waiting for the eco friendly bulbs.
