In the old days there was a law in Malta which has now been neglected: Every person or property owner was obliged by law to clean his own patch. There were no Scammels then, and every property owner used to clean up the part of the street in front of the property.

I suggest that this law be re-introduced. If every person does his bit all over Malta, and if the farmers were to remove all the wild plants and grass in front of their fields, as used to be done in the past, then the whole of Malta would be cleaned up not in a matter of years but in one week.

Local councils would carry out inspections and if cleaning obligations were not observed, fines would be imposed. It would save money too as it would reduce the need for street sweepers and Scammels.

The first thing that catches the eye when one comes from abroad is the dirt all over the streets. With my suggestion, Malta would become more attractive and more tourists of a higher standard would want to holiday here.
