Parliamentary Secretary spent 16 days at the Olympic Games

The Parliamentary Secretary for Youth and Sport, Clyde Puli, spent 16 days in Beijing watching the Olympic Games on a trip that cost the public coffers €7,728.

He was joined by his wife and son, though when contacted yesterday his spokesman said their airfares were paid privately.

Sources said that some senior government officials were angered by the length of Mr Puli's stay in Beijing, especially considering that top officials of various countries - even those with prominent and successful athletes - limited their visits to a few days.

The Office of the Prime Minister declined to pass judgment on whether Mr Puli's stay was excessive and said that the decision was taken by Culture Minister Dolores Cristina and the Parliamentary Secretary after they received an invitation from the International Olympics Committee.

Mr Puli's spokesman defended the visit. He said: "The Parliamentary Secretary travelled economy class and not business class as any minister and high government official is entitled to do. The ticket of the chosen flight was bought after a call for quotations with the cheapest being chosen."

He added that the type of room chosen for the Parliamentary Secretary was the second cheapest out of five choices provided, as the cheapest type was already fully booked.

"Reservations followed a minimum stay period policy which was to be observed if one wished to be present for all of the Maltese athletes," the spokesman said, adding that this was a good opportunity for networking.

In fact, he said, the Parliamentary Secretary's stay in Beijing was not exclusively dedicated to the Olympic Games. He also attended a Commonwealth ministers' meeting as well as an informal meeting of EU ministers, the spokesman said.

During his stay the Parliamentary Secretary also expressed his support to each of the Maltese athletes, the spokesman said, adding that this presence was deeply appreciated by the athletes and members of the Maltese contingent.

However, sources contrasted the Parliamentary Secretary's trip to Beijing with Lawrence Gonzi's visit to Australia last year, during which the Prime Minister visited five cities and met members of the Maltese-Australian community in just 13 days. "He didn't have a minute to himself," the sources said, "and didn't stay an hour longer than necessary."

George Bush,was there too but for only 3 days,and many other head of states,but only for a couple of days.
Our clyde made a sacrifice,and had to stay there supporting our team with all those gold medals.Why all this fuss, many majors come and go with their family travellinfg all over the globe from the tax payer money.This is Malta, and these are the kind of flowers that grow in our parlament..

May I go a trip to the far end of the world to do nothing but watch sports?.........

The front page article with the above heading made me write this letter in support for the young,energenic and fresh PS responsible for Sports Mr. C.Puli.
His visit to Beijing and his stay there to watch our athletes participating in the Olympic games means only one thing. THAT AT LAST SOMEONE IS STARTING TO DELIVER WHAT HAS BEEN PROMISED. "MORE ATTENTION TO SPORTS"
If the Goverment wants to take sports seriously all have to understand that you need to look in detail and understand the sacrifices our athletes goes trough in preparation of important events. And Olympic Games is a very important event. Mr. Puli is leaving no stone unturned trying to understand the difficulty and hard work done by all sports people.
We have been promised more commitment to sports in the past months and years. We have finally found a person, Mr. Puli (appointed by PM LawrenceGonzi) who is totally dedicated to sports.
Mr. Puli keep it up. You understood the value of sports and how important is to increase the number of those participating in sports. Sports is good for everyone. Sports create healtier citizens.

Its a pity that most of these blogs are being fuelled by politically biased persons who are only capable of continuing the Alfred Sant tradition of throwing mud at every opportunity.

Before slamming someone down please be informed that all MP's have a budget allocated to them for travelling which can be used as required in their line of ministry. When that budget is exhausted there is no more travelling. To all those big mouths who want to have an account of such budgets, such figures are always published in the November budget every year before the funds are actually spent.

If Clyde Puli wasn't at the Olympics the government would still have received criticism for not sending a representative like other countries do. One way or another, the government has to get the stick from some people who havent seen their favourite party in power for a quarter of a decade. Thats what I call destructive criticism.

Years ago Mr Puli was a truly energetic and innovative Mayor of Qormi and he is still admired for his work also by most local MLP supporters in a ‘Labour’ dominated locality.

Im sure that he will be a good Parliamentary Secretary and achieve the same good results in the near future within his political sector.

This although politicians can be easy the target of criticism on whatever they might do. Mr Puli, I sincerely wish you the best of luck in your hard work within a beautiful political portfolio with our Youths and Sports.

IInstead of discussing if the par sec did right to go to the Olympics webetter start talking how to finance more our athletes so they can perform aswprofessionals. Learn what England did. Till last Olympics they only had 1 gold. This time around they got 19. Why? Because the government invested a lot in its athletes.

One suggestion is that instead of politicians watching events where we don't win anything and can't really compete, the money is better spent investigating in our better children so one day someone is trained enough to be able to compete internationally at the Olympics.

Do some of the contributors on this blog know the meaning of a ‘fact finding mission?” It is not fair that Politicians are attacked continuously on everything they do as some (form both parties in parliament) are really dedicated to their work, trying to give a professional services sometimes also with limited funds when compared to other politicians abroad. If I remember well it was the same story during last Olympics with Hon Jesmond Muliet – Sport Parliamentary Secretary at that time.

We (the citizens) criticize our politicians when they do not have the same feelings of the people concerned in various topics, but now that a Parliamentary Secretary spent this fact finding mission in the most important event world wide on his portfolio, some still criticize this act of ‘diplomatic’ representation by the person (not the President of Malta or even the PM) which is politically responsible from sport. Mr Puli was accompanied by his wife and son (a little child), who paid privately for airfares that could have spent a holiday elsewhere but instead supported Mr Puli while he was representing the Gov of Malta.

I have no objection of having a PS represent Malta Sports at the Olympics . I think it is his duty to be there as our representative. Many MPs and Minsters go to much more time and money wasting venues . I do however find it odd that his family travelled with him. It seems Minsters and PS have a habit of tagging along family members and combining work with an extended Holiday. Work is work It does not look good in the eyes of the Tax Payer. However grumbling over a Minister for Sport being present in the Olympics is definetly poor judgement.. Where do you expect him to be present in Hawai. ? On the other hand Clyde Puli should refrain from telling us that he travelled Economy Class and stayed in lower class Hotel to justify such a trip , he really does not need to and it looks like he's finding excuses which I sincerely don't think he has to.

Funny how the times just discovered that we have a Parliamentary Secretary for Youth and Sports. I had no such services from the paper informing me that in his first few months in office Mr. Puli gave the go ahead to expand and refurbish the Tal-Qroqq fitness Centre of which I am a regular visitor.

Now guys. Mr Sarkozy might have left Beijing immediately after the Opening Ceremony. But his Minister of Sport did not. Mr Gordon Brown was present for the last four days. But his Minister of Sports was there from the beginning. Mr Berlusconi left immediately…but then he has a private jet…and maybe he gave a lift back to Minister Frattini who also there…and who knows maybe he also gave a lift to their assistants and security!!!!! OOOOOH that’s costly. The queen of Spain is a real royal. She was there from beginning to end. Supporting each and every one of her nationals. But then she might have been waiting for her Basketball Team to repeat Nadal’s success. You might tell me our athletes are not worthy of that support. They don’t win medals.

Mr Puli, on the Malta Olympic Committee’s request accepted the International Olympic Committee’s Invitation to accompany the Maltese contingent in Beijing.

Mr Puli was the only Maltese Government official in Beijing amongst representatives from over 200 nations.

Mr Puli chose not to take any staff compared to other Countries’ representatives who were all accompanied by delegations paid thru public coffers.

Mr Puli took his wife (who was also invited) and paid for her expenses.

Mr Puli travelled economy class and not Business class as any Maltese top civil servant is entitled to do. As said already by someone else his travelling costs were cut by 75%

Mr Puli attended all Ministers meetings he was expected to go…like any Minister or Junior Minister normally does.

Mr Puli left immediately after the Maltese athletes finished competing but not before the last one competed. A true gentleman.... (to be continued)

In contrst to the horribly negative comments I have been reading so far, I have only one comment to make. Mr.Puli should have stayed at the best hotel and travelled as a VIP. This because he was representing me as a Maltese citizen in his official capacity, and I hold that I deserve the best when it comes to relations with the outside world. I trust that we all stop thinking small and inferior, considering ourselves to be tiny and undeserving when compared to other nations and populations. Mr.Puli should have made contacts with the highest echelons in Beijing, and he should have made the best possible impression about Malta by looking his very best and acting as our ambassador par excellence. I feel no less a human being than any of the other hundreds of visitors to China from te four corners of the world. I can only maintain this pride in being Maltese - and European - by having my representative at his best and sparing no expense to make the best possible impression. Otherwise, I would have preferred Mr.Puli to stay put in Malta and watch the games and ceremonies on TV as I did.

I think that some of the readers below, either have a hidden agenda or suffer from memory loss. Malta's athlete Nicolai Portelli's heat was on the 18th of August which was in the second week of the games and technically could have kept competing until the 20th of August. Mr. Puli left China immediately after. Can we at least be factual?

4 years ago the games were held in athens which is much nearer than beijing and malta was also represented. does anyone remember whether the then minister for sports did in fact attend and how much it cost the nation?
btw as someone already mentioned our athletes were out of the competitions in the first week so why did mr puli need to stay on??

I do hope that Clyde Puli enjoyed himself as he deserved 16 days rest from the awful mess or crap that we are in. And yes I am sure that his wife and son paid privately as I am sure that a lot of blah blah blah were spoken when he meet other Commonwealth and EU ministers who must have slapped each other on back on their very crafty WORKINGholiday. As I am sure that his room was all bamboo sticks, rattan bed etc. and he ate rice and drank water only.

Oh by the way did he meet the Maltese Ambassador there?

How nice, I together with others pay taxes/vat/surchargesfor Clyde Puli to go to watch the Olympics.

Seeing that our athletes were all eliminated by the first six days of the games, why did he have to stay there any more ? All you apologists who defended Mr. Goatee - if you're happy to pay for this mockery, just enjoy it, and keep on licking the spit thrown at your face.

The fact is not that he went cheaply or not - fact is had it not been for one assiduous journalist, this would have gone unreported. OK, he paid for his wife and son's trip. You pretty much assume that people who counter your arguments have a hidden agenda/vested interests. It's not really your business to know (that's why I never ask about your agenda even though I'm pretty sure you have one) but I'll humour you, I'm no canvasser and have no connection with the PN in general and Mr Puli in particular.

This is one big storm in a teacup, especially if one assumes he's telling the truth and his family's travel was paid out of his own pocket. And Gonzi stopping staff parties is not the ideal comparison. Ministers and PS travelling in their official capacity is govt work.

And btw, referring to your previous comment, hypocrisy works both ways. How many of these people baying for accountability have stayed silent on the dockyard expenditure issue, or worse, taking the government to task for belatedly tackling the bull by the horns?

I demand to know how the money I am bled of is being spent by these 'servants of the citizen' (they use such terminology before elections) so I commend articles such as the one by this journalist. Please give us more and tell us how our money is being spent. I'm sure that Clyde Puli is the small fry when it comes to spending our hard earned cash. Remember that even opposition MPs get loads of 'fringe benefits' from our taxes. I want to see the names of these people, who have decided to become public figures, in print and not the names of some hapless common citizen.

I am against indiscriminate and unjustified public spending (which is not saying that this one is), but surely a 16-day EUR 8,000 bill pales into insignificance when compared to a running bill over numerous decades into the millions of Liri and Euro!

Mr Puli was representing Malta but still, I believe he should give an account of expenditure even if only to shut these people up (fat chance!).

THIS is Mintoff's legacy. A socialist 'qamel l-ewwel u qabel kollox' mentality.

A couple of weeks ago,someone wrote to comment on some of the athletes' results demanding why taxpayer's money is being wasted and that they should have been flown home as soon as their events were over!! How stupid can people get?

I'm sure that his wife and son paid the entrance ticket to see the Olympics. I'm also sure he was so busy that he didn't have time to spend with his family. This is taxpayers money, it irks me to read that are people who defend the parliamentary secretary actions under the banner of politics rather than accountability for tax payers that has been waffled.

Can I have an informal meeting in some exotic country? Just see where an EU parliamentary is having his/her holidays, check out which hotel s/he is staying at and book me 16 days there. I will definitely have an informal meeting .....during breakfast I can say good morning, bonjour, buon giorno etc..and can you pass me the butter pls, etc etc. And then I will try to show that I am from Malta and that's done. An informal meeting is established. Gonzi gimme the cash so I will go abroad and make you proud.

Gold Medal to Clyde Puli, a newcomer who is to be very promising to be a worthy successor of all the PN MP's who put their fingers and also hands in the cash pie of the country. We taxpayers pay for the pie. But as some argued, we are in the 21st century what do you expect!!

@Anthony Galea : He will gain respect from ALL the athletes if he remembers about them EVERYDAY and take necessary action rather than in those 15 days to "also express support". Given that the athletes travelled together, did he necessarily have to meet them on competition-day?

In this case, when all this was funded by the tax money, its not a case of sour grapes : its a case of an explanation and REAL justification needed. He had the opportunity ? NO - he (or the minister) created it for him THROUGH PUBLIC FUNDS, so the public has a right to know ALL THE TRUE COSTS, WHETHER WE PAID FOR ACCOMODATION AND FOOD FOR HIS FAMILY AS WELL, WHAT WAS THE OUTCOME OF THE COMMONWEALTH MEETING AND THE INFORMAL EU MEETING AND WHAT WILL WE GAIN FROM THIS!

To me it sounds absolutely strange and fishy that EU and Commonwealth chose China for a meeting, meetings which we didn`t know about before!

I think that being part of the Maltese contingent is very important. The athletes in Beijing for sure felt that having the parliamentary secretary behind their back was an extra asset. And why not getting to go see something fun for a change rather than the same usuall boring meetings and speeches, Yes it might have cost a bit more than it would have if it was in athens or england but this should occur in each and every olympics. Mr Puli, that is how you will get the respect and love from the athletes and officials. The people that are moaning here would still moan on another thing if this Beijing thing did not occur. So dont bother about them. I hope you and your family enjoyed it while at the same time hope that you have acquired some kind of information or contacts whereby you can strengthen or improve sports in our country.

@Emvic Galea. Very revealing piece of information. We can therefore expect more visits and meetings to promote Maltese sports, at whatever cost. Pity is that none of this ever translates into tangible results by Maltese athletes. Why? Because as a nation we are driven by mediocrity. We are happy to place 8th or 10th or last or whatever and nonchalantly state that it does not shame us. Countries from the third world with a lot less resources than consistently put us to shame when it comes to sporting results. They aim high. We are spoilt rotten. We never could understand our priorities.

So sure and true last comment of Mr Borg regarding Marsa track. I am from the south of Malta where only fog of factories,power stations and streets full of holes exist. They are telling us to pay 60 euro to use the running track. Just why? Is it the govenment telling us not to make some jogging after work? Ok I will pay if the government pays me for all the fog and exhaust caused by all the government old stuff . Come on Mr Puli try to arrange this stupid thing. We don't want to pay 60euro for the only track that exist in the south of Malta. And for the AAA, is this track to be used for only 20 people? Try to be strategic, leave 2 lanes for people who used to keep fit only. We are Maltese people as well, even if we don't take part in Olympics.

No nobody expects Mr. puli to drive around in a wreck or work from the back of some Kazin! as you put it. But simply to report for work and enjoy the perks which go with the job! But maybe not for 12 days! He could have stayed for a shorter time and upgraded his hotel and then he and his family would have been more comfortable. Impact does not depend on lenghth of time but on substance!
You have missed the whole point!
As for Malta being an affluent country! I am sorry to inform you we do not think everybody shares your view!

Although I am Youth Director of the MOC, I attended the Beijing Olympic Games as a member of the IJF and my duties were all mainly related to Judo. I could see that the Maltese athletes were all proud that the Parliamentary Secretary for sport, representative of the Maltese Government was also there giving support together with the MOC officials.
All officials attend the Olympic Games not only as spectators, but so that one exchange views and agrees on proposals and projects, yes even over a cup of tea. I will not discuss the projects we discussed within the International field, this is not the place, but I have three international meetings in Paris, Singapore and Malta which originated in Beijing. I am sure that the parliamentary secretary has managed to establish many valued contacts and started projects which could not have been made if he was not there or left immediately after. I can say that attending this greatest show on earth will surely motivate him. I hope that these kind of sensational articles stop and we see more how we can make Malta a hub for Sport able to boost our tourism economy and our level of sport.

Come on guys grow up, let Malta be like any other country. I'm sure any other country had a political representative in China.

@Reuben Caruana. Scroll down, somebody's already done the donkey work. The airfare is around 1,500 euros. And after all China is a little bigger than Malta so he really needed the 16 days to cram in all the sights. Apart from all this I seem to remember that MPs get a number of 'free' airline tickets each year but of course the honorable gentleman in question wouldn't have used one of those.

And maybe the MP can tell us how he felt in the socialist paradise that China is. He wasn't very far away from the place where over 2000 students and civilians asking for democracy were massacred by government troops several years ago. I wonder whether he preached democratization there. The violent suppression of the Tiananmen Square protest caused widespread international condemnation of the PRC government. But in Malta a few years later China's mass murderer was feted by the local prime minister.

Admittedly, the cost was not too high for a 16 day trip to Beijing. However it makes one almost laugh at the derided self importance of some individuals. One should also note that not a single local journalist was sent to cover the games. That shows the parochialism of our country.

This man likes sports and the taxpayers paid for holiday, Bush stayed in Bejiing for 3 days, Brown 4 days, Sarkosy 2days, Berlusconi 24 hours and poor Malta could not find a package deal for not less than 16 day duration, how terrible.

Rather than ridiculing the maltese athletes, (although after rereading my comment it does sound like I am and I'm sorry for the misunderstanding) I was pulling the PS's foot because it would be so obvious that he would meet the athletes in Beijing! for heaven's sake what else would he go to Beijing for except that is to sleep on a hard bed in a 3 star hotel for 16 back breaking days and meeting his boss's counterparts?!!

Deriding the performances of Maltese athletes will bring us nowhere. The six athletes who went to Beijing certainly gave their all, although I for one believe that William Chetcuti's performance eclipsed the rest. 8th place is a magnificent result for a 24/25 year old. One must consider that the Gold winner in this event was in his mid thirties. Let us not forget that William is currently being supported by the Maltese Government. Should we stop funding his endevours just because he did not yet win a medal?
Hence, rather than trying to mock our athletes, we should support them so as to hopefully reach that goal - to see the Maltese Flag flying on the podium in a medal award ceremony.

Mr. Puli can keep saying that he paid for his wife and son, until the cows come home. My feeling is otherwise. Just one simple answer to a very simple question. Why was it necessary to stay 16 days? If an honest explanation had to be given I would be more than dumbfounded

This story is sensational and lacks investigative journalism. Has the author checked the cost of flights from Malta to Beijing. It’s easy to do, thanks to technology, it’s called internet booking. It just took me 5 minutes to do.

An economy flight from Malta to Beijing is currently close to 1,500 euros and that’s not during the Olympic Games……a business class (please note not First Class) is 7,400 euros with Lufthansa and 8,800euros with Emirates. More than was spent for a 16 day visit. Well done Mr. Puli that’s what I call maximization of funds.

Malta’s only government representative stayed for the games till all our athletes participated in the games. Please don’t tell me that the UK was only represented by Gordon Brown for just 4 days, USA was only represented by President Bush watching the USA vs China Basketball match. I wonder if they both visited the games alone and without other government representatives!!!!

Three cheers to the Parliamentary Secretary Clyde Puli for being so transperent in declaring how he paid for this trip. One might argue that 8,000 Euros are a lot of money to be spent, however one can also argue that the Olympics serve also as a gathering of the top delegates in the sports sector, a sector which Clyde Puli is also responsible for. IMO it was important for Mr. Puli to be present.
Not only, but he was on hand to support all six Maltese athletes during their events, something which is definitley highly commendable on his part.

I would like to thank the honorable Parliamentary secretary for choosing to travel economy class and for staying in the second cheapest room and I'm sure he would have opted for the cheapest if only it was available. I aso appreciate the fact that while in Beijing he found time to meet the Maltese athletes (!) This meeting must have worked wonders on the athletes' morale as can be seen from the reults obtained. The commonwealth ministers' meeting and the informal meeting of EU ministers will, I'm certain leave a lot of benefits for Malta in the future.
