Inmate gets more jail over drugs
Prison inmate Charles Muscat, known as Il-Pips, was jailed for eight months yesterday after he pleaded guilty to trafficking and being in possession of heroin in September 1995.
Mr Muscat had been jailed for 25 years in 1999 after jurors found him guilty of the murder of Emmanuel Sultana and causing the death of Alfred Grima when he seriously injured him during a shooting incident in 1994.
Magistrate Antonio Micallef Trigona heard Mr Muscat also plead guilty to relapsing.
After taking into consideration Mr Muscat's guilty plea and that he is already serving a long jail term, Magistrate Micallef Trigona handed down an eight-month jail term and fined him €466.
Police Superintendent Neil Harrison prosecuted. Lawyers Josè Herrera and Veronique Dalli appeared for Mr Muscat.

You are right, It seems I missed the fact that the crime was committed 13 years ago, my mistake.
But his raises another question - why does it take 13 years to try someone for trafficking drugs?

Here I read that Muscat was jailed in 1999, while "he pleaded guilty to trafficking and being in possession of heroin in September 1995", four years before he started serving his prison term. Therefore I don't understand how some readers are presuming that this drug trafficking was directed from behind the prison bars. .

Obviously prison inmate Charles Muscat, known as Il-Pips, had help from the outside of the prison, to be able to traffic drugs inside the prison - this is not a 'one person' crime some sort of corruption must have taken place.
So my question is who (if anyone) checks on the actions of the prison wardens and others who have access both to the outside and inside of the prison?
Also are wardens screened when entering secure areas, or are they free to enter the prison without being searched?
