Drinking alcohol on the streets

The new bye-law is a big step forward by the Malta Tourism Authority and St Julians local council for getting booze off the streets; but the report in The Times (August 12) states that most of the drinking (alcohol?) on the streets is by underage youths.

The new bye-law is a big step forward by the Malta Tourism Authority and St Julians local council for getting booze off the streets; but the report in The Times (August 12) states that most of the drinking (alcohol?) on the streets is by underage youths. How come? There is a law on this so let's apply it vigorously - on the streets as well as off them.
