This is a street in Bahar iċ-Ċagħaq. Did they run out of paint? Or are we meant to fill in the blanks? I wonder how long it will remain like this.

OW is ieqaf (stop) in Maltese. Have you possibly never heard somebody looking out for someone parking their car in a small space and the person outside saying ow ow ow!

So their you go, instead of SLOWing, now you are obliged to STOPING in this part of the road.
