Residents only/60-minutes parking
We have spoken about this much-debated subject every Sunday since April 13, to no avail. Here is a letter by Edwin Zaffarese (The Sunday Times, June 22), which explains the issue very clearly:
'I have followed the subject closely and would like to let you know that this parking practice is illegal. In fact, both myself and other family members have been issued with tickets for parking in such zones in various towns and villages. On presenting our petition to the Petitions Board, we cited a court judgment delivered by Mr Justice Lino Farrugia Sacco last January (Case Citation no. 949/2004) - Maria Victoria and Joseph Borg vs the Mayor and Executive Secretary representing Pietà council.
'This judgment declares that the imposition of the reserved zone for residents is ultra vires (beyond one's legal power or authority) and of preferential measure, and the request is accepted by Maria Victoria and Joseph Borg to have the ticket declared null and without effect.
'A copy of this can be obtained from the court's website or from the Customer Care section of the Local Councils Department.
'However, what amazes me most is that this judgment was delivered over a year ago and we still have local councils breaking the law. I would presume that both the government and the councils are aware of it, but are still persisting in breaking the law.'
I appeal to whoever is responsible to communicate with us. I would even appreciate a meeting to establish a meaningful dialogue. Hopefully, we can resolve this drawn out issue.
In the meantime, I appeal to readers to continue sending us letters on this subject. We need your letters to keep the campaign alive. Giving up is not an option.

John, you are incorrect. When a sentence is appealed the original sentence (in this case making residential parking illegal) still applies until the appeal is granted. Furthermore, the application of the residential parking law, currently, by local councils is a "Vigilante" effort. Also, the giving out of tickets by wardens at this point in time is considered frivolous and vexatious.

As far as i am aware the case has gone to appeal and therefore technically the judgement is not operative. I assume that the Petitions board actions are verdicts in favour of the consumer. Persons who shout foul because of resident only parking should have lived near St. Luke's where parking close to one's residence between 6.00 a.m to 8.30 pm was a pratical impossibility
