UPDATED: Red tape amid the chaos, council clarifies position

(Adds clarification by Senglea Local Council)

While hundreds of drivers sweated in traffic jams over the past couple of days and the authorities sought ways to sort out the traffic chaos, Senglea local council protested to the Transport Authority over a sign put up to indicate the emergency boat service to Valletta.

The council wrote to the ADT complaining that the sign put up at the boarding place had been erected without its permission, it was too large and constituted an eyesore. It argued that a sign should have been put up on a noticeboard located two corners away.

The ADT's reply is not known, but the emergency service was stopped yesterday after the boatmen were threatened.

In a statement in reaction to this article, Senglea local council said this afternoon that it was not informed until noon of today that this was an emergency service offered by the ADT and communications received indicated it was as initiative of the local boatsmen organisation.

The council said it was not against such emergency service to residents and tourists, but against the way the sign was put up without any communication with the mayor and executive secretary. The council said it was not aware of any protest mentioned and never met to discuss this issue and neither gave any consent for such event.

The mayor and the deputy mayor are currently away from Malta with a delegation from the council which also includes the executive secretary. The secretary, however, this afternoon communicated directly with the ADT to clarify the situation. He expressed the council's support towards the ferry emergency service from Senglea.

ADT should have had the decency of informing the council what they intended to do. Just ask yourself what you have done if you found a sign in front of your porch or by your front door? And I don't know what the times had in mind when reporting this minor incident !!!

Has this made it on 'onlyinmalta.com' yet? Good thing about their further explanations makes much more sense!!! Hope the 'officers' aren't inspecting some other signage abroad on behalf of the Senglea Local Council.

Senglea local council would better see the free for all situation taking place at Ix-Xatt. Double parking, boats in the street, people abusing alcohol even teen agers, illegalities from bars you can't even stroll at ix-xatt. cars with full blast speakers and racing all the way through the ix-Xatt . Reference to article published on the Timesofmalta.com 17th July, entitled Red Tape amid the chaos, the Isla Local Council was not informed until noon of today that this was an emergency service offered by the ADT but from communications received it was as initiative of the local boatsmen organisation.

The Council is not against such emergency service to residents and tourists, but on the way the sign was put up without any communication with the Mayor and Executive Secretary.

The Council is not aware of any protest mentioned and never met to discuss this issue and neither gave any consent for such event.

The Mayor, Vice Mayor together with a delegation from the Council and the Executive Secretary are at the moment away from the island and earlier this afternoon communicated directly with Mr. Pule of ADT to clarify the situation, informing about our views of the press release on the Timesof malta.com and to guarantee our support towards ferry emergency service from Isla.

Apart from the laugh which everyone seems to have had and which broke the tension of the readers, what I would seriously suggest is to start a cheap ferry service like there used to be between Vittoriosa - Senglea - Valletta and back.

It could start near the Cospicua regatta club, cross over to senglea where the old ferry service used to be and then continue to Valletta. Another service could also be started at certain times from Kalkara.

I am sure that it will be useful to residents of the three cities and nearby towns who would want to go to Valletta which would also be helped with the construction of the lifts.

The lifts would not only serve the local population but would do a roaring trade whenever a cruise ship enters Grand Harbour.

I am sure that there were no offers to rebuild the lifts because of the many developments attached to the tender that were to be made which were totally unrelated to the service.

Such a service would not only be useful, but would also reduce the congestion and pollution on our roads. Of course no service monopoly.

A good example of lateral thinking. Another suggestion- the Senglea local council should start giving courses for free in Systems of Knowledge. I hope the Maltese people will not form their idea of historical Senglea from the logic of the Local Council.
Manuel Micallef (on 17/7/08)
I don't understand why The Times actually reported this.

This are minor discussions which the Local council has to carry out, but surely the intent is not to hinder.... I am sure that the problem yesterday wasn't actually the sign.

Plesae don't blame people who are genuinely trying to do their work. But surely don't want to hinder.
M. Schembri (on 17/7/08)
I hope that ADT rectifies the situation immediately otherwise the Senglea LC will resign en masse ! Imbaghad x'naghmlu?
E Pirotta (on 17/7/08)
I just hope the ADT ignores such nonsense - they have no time to waste with such pathetic correspondence. Senglea Local Council ... get a life.
Dunstan Crockford (on 17/7/08)
I hope that the Council addressed their protest to LADY T!!!! Then it would make some sense of nonsense!!!!
a.cassar (on 17/7/08)
Does the senglea local council have nothing better to do than protest against a TEMPORARY notice board erected in an emergency? for starters they can take care of the disastrous state the waterfront is in. the road resembles a lunar landscape. Cars parked on the yellow lines all along the marina. those are prorities Mr. mayor not a temporary sign to help the people. but then every drop counts in our battle against the government doesn't it?
Ian Sammut Dacoutros (on 17/7/08)
@ Dr Emmy Bezzina - Not even going to answer you Dott - not even going to answer you.

@ Local council of Senglea - ARE YOU FOR REAL!?!?!?!
valerie scicluna (on 17/7/08)
I bet the ADT's reply goes something like this; ??????????!
Saviour A Ellul-Bonici (on 17/7/08)
There is only one appropriate comment that I can think of : "HOW DAFT CAN YOU POSSIBLY BE"
E. Azzopardi (on 17/7/08)
No wonder the majority do not go to vote for the Local Councils if they know that people like these are going to supposedly lead them. What a waste of our taxes!!! Probably they had nothing to do and convened a meeting of about three hours to decide to protest!
Alfred Felice (on 17/7/08)
I quite agree that workers should have the right to strike for valid reasons to protect their job and improve their living conditions. I also think that strikes in the essential services sector should be subject to special legislation to avoid a strike through compulsary arbitration. Essential services would be tranpoort, nursing, doctorss, garbage collectiors, airport and free port workers.

The article states, "The ATD's reply is not known" ! I exort the ATD to be patient and not be rude in their reply..... I WOULD !!!!!

Insomma bhas soltu, vromsa by labour led councils!
Antoine Vella (on 17/7/08)
I think this was one of the highest priorities for this council in the past 3 days. Why don't you focus your energy on how to simplify life for the workers in your locality so they can go to work. REALLY AMAZING. WELL DONE.
Mark Bartolo (on 17/7/08)
"Oh no, public transport is on strike, what's going on, where can we get help?"

"Hello, I'm you friendly nieghbouhood LC representative. Don't you know there's a notice board two corners away that will give you all the information you need?"
emmanuel caruana (on 17/7/08)
SENGLEA LOCAL COUNCIL i thought you were going to object regarding the loss of buisness in your town not regarding a sign. SENGLEANS TIME TO CHANGE.
Alfred Farrugia (on 17/7/08)
Can the Senglea local council let us know whether it has taken any initiatives to try and provide some form of transport for the people living in Senglea? Did the council contact any transport providers from the region to provide temporary services to its constituency? If yes, what was the result? If not, why not? Or is the main objective of the council simply to collect traffic and parking fines from the residents?
A.Vassallo (on 17/7/08)
Senglea Local Council you are just RIDICULOUS.

@ ADT - A reply from your end should not be even thought of let alone be sent. Ignore the Senglea Local Council's letter.

Ramon Casha (on 17/7/08)
What the BEEP?! If they consider the notice to be an eyesore, what do they think of the drivers?
mary Pace (on 17/7/08)
I don't know,if I cry or laugh!!! are they for real??? they have nothing better to do??
Reuben Sciberras (on 17/7/08)
Simply pathetic!!!!
Kenneth Hall (on 17/7/08)
It would have been better if the Senglea local council started negotiations with the authorities to keep the boat service running all year round, it can only do good for the Cottonera community and help bring some much needed tourism to the area.
Dr Emmy Bezzina, LL.D.,B.A.,Dip.S.Th. (on 17/7/08)
How Beautiful is the current wave of Liberal Democracy - I never thought The Times too would be a super example, though I envisaged it! But now weare excelling in Pantomines as this illustration indicates.Unbelievable or credible enough in our local attitudes of going from one extreme to another: clearly we can see why a thorough overhall of our Local Council System has to be made.Abuses are deliberately or inadvertently being made, ranging from the absurd as this farcical directive to the more serious of literally sucking uncalled for fines from the pockets of persons who though not guilty would rather not go to the Local Council Tribunal of a particular Locality due to wasted time. Thus all Local Council Actions should revert to one common place, say The Law Courts as in any Case for good many hours during the week,it has been turned into a very quiet, forlorn place with plenty of Halls available to hear such Cases.Democracy must surely mean that one must be competent to fulfil particular posts,as soon we will be getting some eighteen-year-old becoming a Mayor of some locality with all these Gilbert & Sullivan situations possibly emerging. In our dramatic situations, it seems always pantominic in our Malta.

Oh, this is unbelievable. Senglea mayor and councillors, why don't you take a fishing rod and go fishing? Your objection is plain stupid - and I'm a Labourite!!!!

I could suggest a reply for ADT but Times won't publish it :))
Lino Attard (on 17/7/08)
Why don't we all nominate the Mayor for some kind of medal?
George Bonello (on 17/7/08)
2 things I learnt from my kids on msn...

Wouldn't you rather protest and sue someone on the loss of business over these past few days
Matthew Azzopardi (on 17/7/08)
Sorry for writing in Maltese, but I dont know any similar phrase in english that depicts what are my feelings about all this....TAFU TISTHU?!?!?!?!?!?!?!?
J. Martinelli (on 17/7/08)
...and I suppose a special meeting of the Council was convened to pen the 'Official protest'.

Transport Authority - better answer right away !

Next meeting of Senglea Council: To authorize the removal of such sign. Get legal counsel (at some expense) to make sure. In the meantime, strike will be over.

Not much else to do I suppose.

Very sharp!
Andrew Grech (on 17/7/08)
Are we for real...Senglea Local Council???

I'm sure that the ADT has better things to do, even within your council itself!!

Now why don't you focus your energy where it is needed.
M. Ellis (on 17/7/08)
are you guys serious? How could anyone, let alone a local council which is supposed to be made up of responsible individuals complain at something so trivial at such a time. Show some respect for the people of your town, Malta and its tourists. I'm sure you could have found better things to think about than complaining at such a time.
Andrew Borg-Cardona (on 17/7/08)
Makes you wonder what motivates people to get involved with LCs in the first place... hmmmmmm ... could it be that some of them like the sense importance it gives them?
Alfred Cassar (on 17/7/08)
They don't know any better.
A Camilleri (on 17/7/08)
Serjeta' u galbu!

That should translate into a 100 points to the Labour Local Council from the new leader!

;)
Jesmond Navarro (on 17/7/08)
I'd bet that if ADT didn't put up that sign, the Senglea local council would have complained that nothing has been done to indicate such a service.
Joseph Agius (on 17/7/08)
Could you please place this item on the 'Black Humour' page please?
R Abela (on 17/7/08)
WONDERS NEVER CEASE!!! I wish that we had some sort of emergency boat service from St. Paul's Bay... it is definately more pleasant than stewing in the sun and traffic ... The Senglea Local Council should be happy that they can offer that service - ....
A FArrugia (on 17/7/08)
Thanks senglea LC for your cooperation. We will know whom to vote come next election.

Ruben A Xuereb (on 17/7/08)
To whoever made the complaint against the sign ...."GET A LIFE".
I can't believe that in a time of chaos like our country has seen in the past days, someone can complain about a petty thing like the size and location of a TEMPORARY emergency sign !!
