Muscat lists subjects for talks with the government

Labour leader Joseph Muscat said today he will write to the Prime Minister with a number of proposals for strengthening democracy which, he said, must come before any talks on parliamentary procedure.

The government has been seeking agreement with the opposition on a pairing arrangement in Parliament.

But Dr Muscat told an MLP activity in Siggiewi that the Labour parliamentary group had unanimously agreed that strengthening democracy came first.

He said the opposition was ready to hold talks with the government on transparency in party funding, and the MLP was ready to publish all its financial records.

It also wanted talks on: regulating the activities of a caretaker government before a general election; resources available to MPs, particularly the opposition; amendments to the electoral law; justice for those people whose cases were upheld by the Ombudsman or the Tribunal for the Investigation of Injustices, and a reform in the way management and editorial appointments at PBS were made so that there could be a proper balance between political parties and civil society.

Dr Muscat said the opposition also wanted to see the government cap its revenue from duties on fuel to what they were in May/June this year, even if prices continued to rise.

The Labour leader said that with the exception of the talks on the electoral law, which would take time, the opposition was prepared to open and conclude the talks by September.

I'm sure you don't comment on anything "Blind folded" (meaning blindfolded) Gerard Mangion!!!! From all your comments, I am sure you understood whatever is written. I'm sure!! (As much as I am sure that my surname is ... hemmmm ... Vassallo??)
Gerard Mangion (on 8/7/08)
@ f spiteri

Yoy don't have to be sorry ! anyway I don't comment on anything Blind folded at all.
the new KID is just playing with words, everybody know that J.m is already feeling the
big nightmare , of when he will not only be, a Mexxej of the mlp ( with another Kap tal oppozizjoni above him, things that only in the mlp happens in, Malta ! ) But when he j.m
will have to face Mr Gonzi in the Parlament or even at a Direct debate on T.V , But I will try not to frusturate you my Friend, I did read the article yes, so what is new in it ? j.m has already been saying the untrue , It is Facts Like Mr Gonzi the whole Maltese nation wants ! Dont You Dear ...............

Its about time parties start talking about party funding.... remember Joe Abela with those nice thick envelopes?!! LOL

I hear alarm bells ringing already.
Noel Cutajar (on 8/7/08)
How rightly you are...George Cremona...this is why the Prime Minister replied to Dr. Muscat letter because they are serious, relevant and of substance...as to lies, learn how to count the votes given to all parties concerned and once you do that you will find yourself in a minority...and stop living in the past as the kid from the block is the Future...you better believe it!! He has done more damage to this government in his few days of activity than anyone can imagine. As to your PN has one record to feel proud of...dejn, dejn, dejn u hbieb tal-hbieb.
George Cremona (on 7/7/08)
You see how right I am when saying that the MLP and his supporters have gone so far as to believe their own lies and finished mistaking dreams and wishful thinking for reality. No wonder that their new leader and his followers including Noel Cutajar are again interpreting their defeat in the last general election as victory. After all JM is following his master, his predecessor who ludicrously claimed victory in the EU referendum in which he and his party were soundly beaten.
Of course that Malta' s Prime Minister will be ready and forthcoming to discuss proposals on any subject coming from any quarter not least from the Opposition party but on condition that
the proposals put forward are serious, relevant and of substance, three conditions which are very scarce within the MLP as witnessed by its own election report.
FSpiteri (on 7/7/08)
Gerard Mangion,
I am sorry but once again, I have to ask you to read the article prior to write your comments. When you read it, (if you understand its content after all!!!) you are about to feel surprised with Joseph Muscat!!!!!
You know what?? He is fulfilling his role as you are expecting him, dear.
Oscar Cassar (on 7/7/08)
I wonder why all this fuss about the pairing arrangement between the parties represented Parliament when the Speaker can easily introduce a system by which those MPs on official duties abroad can easily vote online through a secure website with an allocated password after following the debate through the website by means of a LIVE streaming. If we truly believe in democracy we should give the powers required to our representatives and not creating more partisan bureaucracy that will surly is unhealthy for the National interest. I wonder how a political party and its young leader can expect us to believe him that he is making proposals to strengthen democracy while he is putting aside proposed procedure for the Parliamentary that is the symbol of our nation’s democracy. I think that it is also time to introduce some form of voting at the embassies abroad for example during a general election instead of pretending that citizens working abroad who knows were, must come to Malta to cast their vote in the Nation’s interest. If this is truly a New Political season, it must be of benefit to citizens more then new bureaucracy for a party’s interest.
Noel Cutajar (on 7/7/08)
@George Cremona and Co.

Yes, he dares to be consulted because he represents the majority of Maltese who did not vote for GonziPN, just to remind you that you do not have a majority, just a relative one. What do expect from the opposition, just agree with the government. After all you preach for democracy and if it was up to you, there will be no one that can dare and challenge the government. You spoke about privatization...go and tell the workers at the shipyards that there future is guaranteed by privatization and they will prosper...agreeing is one thing...but agreeing to lack of consultation is another, something that no Labourite will accept. Yes we were fooled and not by past mistakes but by government inability to govern and burden us with taxes and scandalous acts for the bazuzli in all spheres of life...yes that is government with a democratic view of things...vote PN only or else shut up as there is no place for anyone. What worries me are people like you that live only in the past with no vision in life...with the hope of looking in the sky and hoping to see blue only.
J Galea (on 7/7/08)
I am sure that the new Labour leader will be good for his party and good for Malta. I am also sure that talks between the main parties can benefit the country in some instances. However, transparency is best served by the opposition's opposition of the government in parliament (the public domain) and not in discussions behind closed doors. If both parties are mature enough, the result need not be a slinging mud match. And the public can keep tabs on what both sides are saying.
K. Fenech (on 7/7/08)
Well done Joseph. I' m not surprised that some PN supporters are frustrated with your offer. They know that you are right. All the arguments that you wish to discuss with the government are all valid and I' m sure that the absolute majority of the maltese agree that these issues need to be addressed for a BETTER MALTA. Although it' s true that the government rules it is surely unfair that decisions are taken in the interests of the few to the detriment of the majority of the population. AND don't forget that the present government represents less than half of the maltese population.
C. Darmanin (on 7/7/08)

'Enough said' you think?

I think the less you say the better. Although like many others...I sometimes find your comments hilarious.

I'd give up the hobby of writing articles and comments if I were you, you're not good at it anyway. Perhaps you can try ballet or something...

@ f spiteri

Well dear friend, at least you did answer My comment, well done ! you are a great translator after all, lol. " maybe you didnt like My comment no ? " For your info I did not beg j.m anything

cool it five more Year's waiting in the other side of midnight, is not that loooong.
F Spiteri (on 7/7/08)
To frantics J Micallef & Borg Cardona
It is soooo nice to watch your frustration as I read along! You seem like hungry dogs with rubber bones in your mouth. That is what your party is giving you to eat after all!! I would have felt the same if I were in your shoes! There is really NOTHING wrong, ey with Jospeh Muscat! How come there is nothing wrong about him that you could write? One ends up FRUSTRATED!!! Repeating all over the same comments even though you know you are wrong!! Well ... could you make him look arrogant if hardworking & energetic Joseph Muscat is doing what an opposition leader should do? As always: Delivering!

But ... oh ... then there is the comment from Gerard Mangion. If I understood his written English correctly, (because I had to make an effort to translate to proper English). This comment was really funny & it reaches a climax in frustration!! He is begging Dr Muscat to "at least make a step for the good of Malta" & stop calling others back within the party! Heqqhemm, Mr Mangion, did you read the article prior to start writing "nonesence" (quoting your version)?
Joe Vella (on 7/7/08)
@ J. Borg

Talking about Transperancy, one should start at home. The MLP should lead by example and file the outstanding financial statement with the appropriate Agency.
Miguel Fenech (on 7/7/08)
It seems for some people MLP can do nothing right. No problem in terms of democracy! Maybe such people are the ones funding the PN themselves! But it's very funny to see that although both MLP and PN agreed not to pursue personal attacks, some PN followers do not even follow their leader's decisions! Or do they think that they're better than Gonzi himself? Afraid of a "Kid" J. Micallef? Well you should be, if you want to see GonziPN in gvt for another decade.
Ethelbert Schembri (on 7/7/08)
Can please all you PN Intellectuals tell us which model of democracy have you forged your idea ?
We are still waiting for proof of your famous DEMOCRACY , because all we can see from this so great PN is either their way or no way . And in every sense NO WAY . They are ready to do everything for power !!!
Everyone with some brains knows what I am talking about !!
Every time the PN was in opposition was always trying to sabotage the Government !!!
The least to help for sure and now that the Leader of the MLP is offering to help them they are telling him to shove it up !!
I don't think that this is a good model of democracy !!
Is it Plutocracy with a little dash of arrogance here and there??
George Cremona (on 6/7/08)
To date JM has not stated clearly what he stands for. He has not indicated any vision. His statements are contradictory most of the time. Sometimes vague and empty. And on others he sounds arrogant. For example how dare he expects to be consulted by the government on the surcharge? Doesn't he know that his party's policy regarding this matter as declared during the last election campaign is absolutely on the opposite end to the one practiced by the government? So why lose time in discussing with the MLP lad a fallacious policy which was after all rejected by the electorate in a democratic election? Does JM agree or not
with the dockyard privatisation? If not, be courageous and say it. Come forward with concrete proposals. But stop trying to fool the people. At least try to learn some lessons from the many past mistakes made by your predecessors who thought they could succeed in fooling all the people as they did fool their own supporters all along these last thirty years.Your predecessors only succeeded in fooling themselves and their followers including yourself JM by believing your own lies and ended up as the biggest losers.
David Gatt (on 6/7/08)
I can see that some hardcore PN followers are upset with JM's ways. Well done JM. Only let PN have its pairing if they offer us something substantial in return. Or else let the hang with only JPO as their relative majority.
M. Schembri (on 6/7/08)
Hey J. Micallef your way of expressing your "thoughts" is very undemocratic but most of all insolent.
Mario Bonnici (on 6/7/08)
The Government needs pairing. The Labour Party wants changes such as remedies to those who have suffered injustice becuase of their political opinion and PBS.
It's a matter of give and take and that's what Jospeh Muscat is doing. If PM Gonzi wants the opposition's cooperation he needs to stop being arrogant and listen to what the MLP is saying.
R. Zammit (on 6/7/08)
Some people are getting verrrrrrrrrry panicky because of this "kid" !
eric saliba (on 6/7/08)
@ abc. so the govt is not obliged to listen to the opposition.? who was it who said 'irridu nkunu gvern ta' kulhadd'?? or was this another lie ?
what's wrong with dreaming for a better future? at the moment the people are too worried about how to make ends to even dream. a sorry state of affairs.
John Simpson (on 6/7/08)
Hello Mr. Micallef
This KID is making you angry. What about the strong hands of the primeminister and JPO
That is Democracy!!! HA HA
Gerard Mangion (on 6/7/08)
J. M, is no supermexxej after all, The mlp deesrve's better and How, but in there own words
now, A little too Late for this major f*** up the mlp Delegates Error.

Can he J.m really leads an Oppostion, No ! all he done to Date is talking nonesence at some club, in always begging for the old mlp think tank to come back. why dont J.m forget the FURJA of becomeing the new mexxej, and at least make a step for the good of Malta, The
Door is always open from the Goverment to his helping Hand .
Albert Soler Jr. (on 6/7/08)
J Micallef

The MISTRA Scandal and the arrogance by your cheap government reminds of me living in ZIMBABWE!! and you're always mentioning the 80's you pn supporters "l'angli tal paci" remember that? as if nothing happened in the 60's. Tell us what your government did in the 60's tell our youth Mr J Micallef ... its sickening ...... does your party know what democracy is? i don't think so!
J. Borg (on 6/7/08)
Valid point Dr. Joe Muscat.
However you should involve other parties as well - so we will not end up with a blue or a red labeled version of the outcomes.
AD did a sterling job prior to the EU referendum, and has called for Transparent Party Financing for over a decade.
J.Borg (on 6/7/08)
I think that not only the government is showing arrogance in handling projects of national interest...but even the followers......
what do you expect that the opposition succumbs to what everything the goernment states....grow up people...floating voter more than ever
Andrew Borg-Cardona (on 6/7/08)
Come on guys, let the lad dream.... he's young enough, after all. For instance, he can dream about imposing his party's wishes on the country although the country repeatedly said it isn't interested. Not that his ideas are necessarily bad, but in our system of government, the Government governs and, sometimes, listens to the Opposition.

It's not obliged to listen, though, and it certainly isn't obliged to "hold talks" with the Opposition. You'd think we had a crisis of democracy or something - but wait, according to Anglu Farrugia we do!

Enough said, I think.

C Buttigieg (on 6/7/08)
Can someone please remind Mr. JM that he is the leader of the opposition and not the governing party.
Klaus Cardona (on 6/7/08)
Sorry Joe, but I' afraid you won't get anywhere with this Prime Minister as long as he allows the likes of arrogant Austin Gatt and Mr Know-it-all Richard Cachia Caruana to lead him by the nose.
Joe Vella (on 6/7/08)
What the MLP needs to do is not to publish all its financial statements but to file same with the appropriate agency, like any business and each individual do every year. I guess talk do come cheap, whereas deeds are hard to come by.

Dr. Muscat, enough cheap talk, it is time to walk the line as well.
J Micallef (on 6/7/08)
Who is this kid kidding. Certainly he has no self awareness and his sheer arrogance has no limits. Does he listen to what he says, or his sense of grandeur has made him lose all sense of logic?

The MLP has no policy on anything under the sun, but at the same time want to rule without being elected. They want to dictate the rules of governing the country, even though they are in opposition. He is so arrogant after a few weeks as the new mexxej. We can only dread the days when he becomes PM.

Strengthening democracy!! Is he joking or what? Somebody please tell him that this is not pre 1987 Malta or present day Zimbabwe. Do the Maltese need any lessons of democracy from the kid, the famous inspector who worked with Inspector Pullicino or from the agrresive Abela. I can’t believe what I read!! Is the journalist sure that they said that?

Does the kid want to tell (i.e. impose on) the government which taxes to remove, increase, decrease or introduce? Why do we need a government in Malta after all, if the kid knows it all!!
