Nothing but scandalous

What other word but scandalous can one use to describe a situation in which one has to wait five years for an operation? Ask anyone who is in pain and they will tell you that they want pain relief and not excuses.

I think it is extremely courageous for a politician to "call a spade a spade" and not come out with the same feeble excuses that we are usually fed. We have built a state-of-the-art and very, very costly hospital and then have to wait five years for an operation. Is this another case of the proverbial all fur coats and no undergarments?
