MEPA extends protection to valley

MEPA said today that it had extended the boundaries of the protection zone around Ħarq Ħammiem valley, which is located near Pembroke and St Julians. It said the decision was taken to safeguard the natural heritage and the biodiversity of the valley and an underground cave there.

The valley and the cave were scheduled by the authority way back in 1996 but the original scheduling boundary has now been revised to include the entire valley and a 30-metre ‘constraint zone’ around the exact location of the underground cave.

“The area within the constraint zone is not scheduled and does not carry any levels of protection. The 30-metre zone is intended to ensure that any application for development permission that includes excavation works is accompanied by an appropriate study to safeguard the stability and integrity of the nearby cave,” MEPA said.

“The same levels of protection that were assigned in 1996 have been retained. The core area of the valley and the underground cave are still being given the highest degree of protection (Level 1). A Buffer Zone (Level 4) is also being established to safeguard the importance and integrity of the entire valley.”
The amendment to the scheduling boundary also includes the removal of a section along the North-western boundary that extended into Triq Emmanuele Decelis, and another smaller area along the South-eastern boundary. These two areas were descheduled to tally with the provisions of the approved North Harbours Local Plan.

Scheduling of natural and cultural heritage, is a control mechanism that enables the Authority to restrict development according to the protection level.

Is this information courtesy of The Times of Malta or is it MEPA which goes to the trouble of bringing this news to the attention of the media?
I should like to think that it is a MEPA duty
When MEPA takes these 'momentous', albeit often not long-lasting decisions, could it not supply the media with an explicative site plan to indicate exactly its intentions rather than a postcard to impress the still hopefuls?

the quarry next to it exploded right into its walls, and the construction just above it is horrible: blank walled garages, no character whatsoever.

Yet somehow that seems to describe every piece of architecture of this era, doesn't it?

Mistra Valley is also protected, not just by MEPA, but also through NATURA 2000, yet last November permission was granted for "Utilization of open area as an open-air entertainment area"!!!
Please stop the lip service and start working on protecting our environment, from all sort of pollution including light and noise pollution before it's too late.

and the birzebbuga valley which is such a lovely valley, why is this also not protected by Mepa ???? Spank in the middle of this valley there is a collector of iron and old metal with cranes and trucks . Such an eye sore and danger too!!! not to mention that all the enemalta pipelines run through this beautiful valley... Well I guess like Mr Fava said also Valleys have their fates!!!

Yeah right...... and then someone applies with a "particular" and "justified" reason for developing within the zone, and the application is approved by DCC. Haven't we seen this happening to ODZz already? Sorry MEPA, I'm not the slightest bit impressed.

Here in Malta even valley have different fates. Why was the Kalkara valley not treated like this Pembroke one?
