I wonder if the new waste separation scheme is intended to phase out the bring-in sites, which at present have a 64 per cent public participation? Let's face it, it is more convenient to leave the waste in a bag near the front door than to take it to the bring-in site. If this is to happen, then we will abandon the bring-in sites while we revert to the old system of waste collection, albeit part of it.

On the other hand, if the scheme is to provide facilities to the elderly and those who are experiencing difficulties to use the bring-in sites, the authorities are obliged to declare this up front. Hence, only those eligible would apply for this service. Otherwise it would be understood that everyone is to participate in this scheme.

This brings to mind some questions about this scheme such as: What is the volume of the bag? How many bags are allowed per household?

Is the scheme programmed for a one day per week collection? What will be the eventual cost per bag? In future will we be paying for this service, maybe in the form of council tax? Will this scheme create traffic queuing, hence more carbon dioxide? The following is an approximate cost per annum for one locality assuming that 90 per cent of the population partakes in this scheme. Cost is based on the following data:

Waste carrier trip cost: €196, excluding the fuel indexed supplement.
Recycled waste: 2,810,424 kgs, as per the 2007 Wasteserv report
Mixed weight to volume ratio: 97:1
Households: 3,900
Average recycled waste generated per person per week: 0.1352 kgs
Locality population: 13,588, as per 2005 census
Waste volume per week: 19 m³ (equivalent to eight full skips)
Truck capacity: 2.2m³
Total trips: 9

Total cost = €1,764 per week (diesel indexing supplement excluded).

Total annual cost for one locality = €71,728 (excluding the diesel indexed supplement and increase of waste volumes).

Cost per household per annum: €18.5 (excluding extra cost.
