In breach of manifesto?

Electoral pledge number 258 of the gonzipn electoral manifesto stated boldly that "Appointments on government boards will be made following a public call for applications".

Since during the last month and a half the Gonzi government has already appointed a new executive MCA chairman, as well as the board of directors of Freeport Corporation, Malta Maritime Authority, Enemalta, MOBC and the Malta Drydocks, I have been approached by some constituents asking me whether the Gonzi government is already in breach of its electoral manifesto pledge number 258.

Perhaps the government communications gurus or the Department of Information itself might be kind enough to enlighten us on the matter. I hope they will not make recourse to any semantics!
