Picture this. Enemalta would install a solar water heater on my roof. This can be done either by Enemalta's own staff or together with a private partner. For a period of, say, five years Enemalta would then add a reasonable amount to my bi-monthly electricity bill to cover such cost.

Hopefully when my first electricity bill arrives (including repayments) it would amount to less than I was used to paying. Therefore, both I and the environment would be happy.

I believe there are some suppliers that offer solar water heaters by instalment, but they still require a down payment. Also many people are put off by the idea of paying another separate monthly bill.
