Consultation document

The Malta Communication Authority yesterday published a consultation document relating to Maltapost plc's universal service obligations.

The document discusses the obligations incumbent on Maltapost as the universal service provider on three main areas of the universal service: access to services, the guarantee of daily delivery and the publication of information on the universal services offered.

On the area of access to services, the document evaluates the current availability of the following access points: letter boxes, postal outlets and bulk mail facilities.

Furthermore, it also proposes parameters to be used to ascertain the minimum number of access points required to offer an adequate level of service. This is done in order to ensure that Maltapost's obligations in this area are being met and the rights of the consumer addressed.

On the aspect of guaranteeing Maltapost plc's obligation to secure next day delivery of postal items, the document examines whether the current arrangements relating to the collection and delivery of postal items are satisfactory and whether changes in this area are warranted.

The document also addresses the issue of the publication of information and puts forward proposals on what information should be provided and what media should be used in relation to the universal postal service, including among others, postcodes and postal service schemes.

The document, entitled Maltapost Plc's Universal Service Obligations - Accessibility, Daily Delivery, Provision of Information - Consultation Paper, can be viewed on www.mca.org.mt.

The consultation period will run until May 30, during which the MCA welcomes written comments on any of the issues raised in the consultation document.
