Coupons for waste collection bags!
Coupons for refuse bags for the separation of waste are to be mailed to every household, the Director of Environment said.
The coupons will be received by all households by mid-April and can be exchanged for the grey plastic bags from local councils.
The separate collection of packaging waste from the households has been postponed to April 14 in Gozo and April 15 in Malta.
Dr Chris Ciantar said the separated waste collection services had to be postponed due to issues pointed out by councils, some of which are only now taking office. These are now being addressed.

It seems disagreement exists on where the bags should be . Simple - Place them in all supermarkets and grocery stores. Those are the places where one goes often .
Yes - coupons are a means of control - use them to collect the bags when you go shopping.
If you run out of bags - you will need to buy them. So it is also important to compress all waste in order for it to occupy the least space in the bag - this will make the bag last longer and hold more items.

There is the option of buying the bags, rather than picking them up for free, isn't there? And, as someone pointed out here, the bring-in sites are available 24/7.

The sorting of rubbish in Malta is long overdue! We must take care of our beautiful islands. One of the first things foreigners notice when arriving in Malta is the abundance of trash lying around. Most countries in Europe separate and recycle their waste. In Sweden, for example, people buy their own bags, red for burnable green for compost. At the dump they are separated for the production of electricity and biogas. It's inconvenient in the beginning but everyone gets used to it and Nature profits. Take care of Malta and preserve it for posterity!

Actually, not only is “no improvement at all” but indeed a step backwards – bring-in sites are available 24/7, the local councils are not.

Although i do agree with some points mentioned by mr. grech, i still feel that we are making an improvement., at least we now have the choice of leaving our waste to be collected. Im sure that there still will be people who will opt for the bring in sites. These bags can be an issue tough, as they complicate matters. I wonder how many bags can be collected at a time... if we are restricted to a couple of bags than this will not work. Will the councils be consistent ? Or will we be faced with a situation whereby we go to collect the bags just to be informed that there aren't any ! I however will keep encouraging these initiatives as at least they bring awareness to the matter.

I was speaking about this subject with my colleagues and they are complaining because they have to wash and delable the tin and aluminium cans before throwing them away... the simplest of tasks! Do you think that anyone of them is going to be bothered with finding time to go to the LC office to pick the bags? I agree that instead of posting the coupons they should post the bags. I don't mind going to the LC office to pick the bags (I've already been there twice for the bags to no avail) but how many people are willing to go out of their way to do so?

I totally agree with Mr Grech's observations. The new system still requires people to go somewhere - therefore nothing has changed from the current system requiring people to go to the bring-in sites. The objective should be to encourage people to separate waste by making collection easy. This system is no improvement at all.

It's unbelievable how simple things are made difficult. Most people won't collect the plastic bags from local councils. A number of bags should be posted to each household every month to make it easy for every person to contribute in waste separation.

Absolutely right. we make the simplest thing complicated.
Please do not forget to take your ID card, Passport and driving licence to collect your bag!!!!

How stupid. Instead of making it as simple as possible in order to encourage those people who couldn’t care less, they make it as complicated as possible, and discouraging even to me, who finds no problem to separate my waste into glass/paper/metal/plastic and carry it to the bring-in site.
Why don’t they just post the bags, instead of posting coupons exchangeable for bags?
And why do we need special bags after all? Doesn’t that make it unnecessarily complicated? Is it for the bags to be distinguishable? Can't we take them out on a special day on which other refuse will not be collected (e.g. Sunday), or in a special time slot (e.g. after the normal refuse is collected), or in a special coloured bag, or a bag with a special sticker attached to it (of which they can post us a sheet)? Or why not use a plastic/metal bin as we used to do in the past? Wouldn't that be more environmentally-friendly?
