The European Commission yesterday proposed that EU member states dedicate next year to innovation and creativity - considered to be the fundamental next step in boosting the EU economy.

The final decision on the proposal will be taken later this year by the Council and the European Parliament.

In its proposal, the Commission is not indicating any specific budget to be allocated for the year, arguing it can be organised by making use of existing EU programmes and planned administrative expenditure.

However, in order to involve all those who might be interested, the Commission yesterday invited member states, including Malta, to appoint a national coordinator who can cooperate through a small steering group at EU level.

EU Education Commissioner Jan Figel said the Year Of Innovation And Creativity is an effective way of helping the EU to meet challenges by raising public awareness, disseminating information about good practice, stimulating education and research, creativity and innovation, and promoting policy debate and change.

"By combining action at community, national, regional and local levels, the year can generate synergies and help to focus policy debate on specific issues."

According to the Commission, the activities should focus on creating an environment favourable to creativity and innovation and become a strong impetus for a long-term policy priority.

Emphasis should be placed on education across a wide range of subjects including mathematics, science and information and other technologies.

Highlighting creativity through such skills should foster problem-solving and the practical application of knowledge and ideas.

This year has been named the European Year Of Intercultural Dialogue.
