University calls for applications

I was extremely disappointed when at the beginning of last week I phoned Human Resources at the University of Malta to ask when the interview for a particular call which I had applied for in November, to work within the University, was going to be held.

To my astonishment, I was told that the post has been filled. I was puzzled, as I did not receive any correspondence from HR. When I asked why, I was told that I was not eligible. Am I to believe them? Are these calls for applications published to give a chance to everyone in the community? Or are they made to suit particular people?
