I am a resident of Margaret Murray Street (the Birguma bypass), that same road that was supposed to be finished (although still without street lighting and other basic road safety features) about three years ago, after a number of years under construction and a further number of years on the planning board.
Those who go through this bypass should have noticed over the last years that, just a few months after this bypass was surfaced, several works were carried out, which show that lack of planning resulted in thousands of euros in taxpayers' monies going down the drain. The latest example is the new enormous roundabout (almost the size of a tennis pitch) to facilitate the entrance to Għargħur. I do agree in principle with this roundabout but why was this not carried out when the road was being constructed some years ago? To build this new roundabout, works had to be carried out to remove all the landscaping that was created just some months before on the opposite of the Għargħur entrance!
Following completion of the roundabout an entrance to the private road was created some metres down the road. To my surprise, this entrance to the service road was closed again after some days by means of barricades. This made the first part of the service road inaccessible to residents, since vehicles cannot go down the road because the entrance was closed while traffic is not allowed to move in the direction of Ta' l-Iklin as the service road is one way!
The Naxxar local council claimed that these works were carried out by ADT without its knowledge and I was informed that a letter of complaint was sent to ADT. On the other hand, the ADT officials responsible for these works claim that the barriers were placed at the entrance of the service road to prohibit unauthorised vehicles from entering the private road. They also claimed that they have consulted the local council and works were endorsed by them!
If the objective was to prohibit unauthorised vehicles from entering the private road was it necessary to barricade the entrance and so prohibiting even residents to do so! Does it require that much imagination for the ADT to display no entry signs - except for residents and to render a service and so achieve the same results? Is somebody accountable for all this lack of planning, mismanagement and wastage of taxpayers' monies?
Finally, could the responsible authorities and the local council please ensure that the remaining works in this road, including adequate street lighting and important road safety works, are carried out at once and without any further delays to avoid many more traffic accidents?
