The end of free health care

On February 27, Alfred Sant revealed a damning Cabinet report which shows how the Gonzi Administration plans to end free health care for all.

The report, entitled Health Financing Reform, presented to the Cabinet in December 2004, reveals how the Cabinet "agreed in principle" to fees imposed by regulations for the provision of health care or health support services to Maltese or foreign citizens.

The report Lawrence Gonzi discussed in Cabinet says: "Fees imposed by regulations for the provision of health care or health support services to Maltese or foreign citizens. The Cabinet has agreed in principle to this concept, but fees for Maltese citizens will not be introduced for the moment due to their political underpinnings." During the press conference Dr Sant showed clips of Dr Gonzi strongly denying, on three different occasions, that he ever had discussions in Cabinet about imposing fees on health care. In the absence of a plausible denial by Dr Gonzi, people may only arrive at one conclusion: The PN are misleading the electorate with their blatant untruths.

On the other hand, if they try to belie this, it will only be a manifestation of deceit considering that Dr Sant is backing his attestation by documented facts. This is a Catch 22 for Dr Gonzi.

Does the strategy of demonisation of Dr Sant have anything to do with the gonzipn plan attempting to pull wool over the voters' eyes? They are failing miserably.

Mr Buttigieg, What people believe is that no payment for any health service has ever been introduced under any PN government. The only government which introduced charges on health service was the MLP with A.Sant. PM.
Mr Buttigieg do you know what the MLP is proposing in a report which was proposed by the MLP itself and not by any other consultant.?.
If not I will mention only two proposals stated in this report.
1) That the bonus will no longer be paid to as this for the MLP is considered as a luxury.
2) That the national insurance will be paid on all the salary and not as it is today controlled by a ceiling.
There are a lot more prposals in this report but I only mentioned two so that it will be not that difficult for you to make your calculations to see what these two proposals mean.
what I suggest to you is to get a copy oft this report for the MLP H.Q.

I believe there has been a clear sworn explanation by the writer of the report. However, the most vital reality is that the report is four years old, prepared almost at the beginning of the last legislature. Had the Government wanted to implement 'fees for health' it could have safely done it then but it didn't.
Going back on the Prime Minister's solemn pledge not to introduce 'pay for health' during the next legislature would surely sound the death knell of the PN forever. You should credit the Prime Minister with enough sense not to make such a suicidal blunder.

Now if all Dr. Sant is saying is the truth and nothing but the truth, do you think Dr. Gonzi would feel the need to take Freddy to court for libel on this case? Its more likely to be a case of selective quoting from documents - we know Freddy does it all the time!!

If you even bothered to read the news, you would know that the proposal you refer to "had never come before the Cabinet and were not therefore discussed there."

"In the absence of a plausible denial by Dr Gonzi, people may only arrive at one conclusion: The PN are misleading the electorate with their blatant untruths".

What more does Lawrence Gonzi have to do to deny these allegations? He explained clearly this report was brought up in front of a committee which he himself appointed, and was rejected.

He also said he'll resign if the government starts charging for healthcare. Does he need to do anything more?

It seems that Mr Buttigieg is not following the news. He should know that all such claims have been denied and an explanation has been given. Mud slinging and persisting on it is what one can really call "demonising"!
John Caruana (on 1/3/08)
Yesterday Dr. Gonzi made it clear that healthcare will remain free otherwise he will resign. That should squash any fears that free healthcare is at an end.
It is just a question of believing either Alfred Sant or Lawrence Gonzi.
Unfortunately i believe that no amount of letters and counterrefusals will make either side admit who is right and wrong. The same arguments will be put forward and repeated ad nauseum

Mr Charles J Buttigien calls a shelved and archived PROPOSAL made by a civil servant 4 years ago "a damning Cabinet report" .
Like I once wrote to Daphne "check your facts before you write" This is another"BEL ZERO ADORNATO COI FIORI' (a beautiful zero adorned with flowers)! We judge our politicians by what they delivered. This brain storming idea was never presented to the Prime Minister's cabinet , Minister Galea shot it down in the sub committee.
