Long wait for warden

Recently I had a minor car accident and we immediately called the warden "accident" section.
An hour passed without any sign of this warden so I called them again to see what had happened.
I was informed that they were very busy and that the warden was in Mellieha on another traffic accident but he should be coming soon. Another half an hour passed and still no sign of this warden. Another call and, after I complained, I was told that they don't fly and that they don't use a motorcycle but a car and they can easily get stuck in traffic.
To cut a long story short, the warden eventually turned up 150 minutes after our initial call. He informed me that he had another three accidents to attend to and that he was on his own to handle the north of the island and there was only another warden to handle accidents in the south. Is there nobody (maybe ADT) who controls these companies? Why should one wait over two hours to get a service? As we say in Maltese "Konna ahjar meta konna aghar". It never took the police so long to arrive.
I remember when this warden service was launched we were told that one would not wait more than 20 minutes for the warden to arrive on the spot of the accident! Two and a half hours is definitely unacceptable and it is seven times longer than 20 minutes. Luckily we were not blocking a major road otherwise we would have caused chaos.
Can somebody from the Warden Service give us his comments?
