Are such tirades of self-hatred socially acceptable in Malta? Firstly, as far as I know, no "right to speak English" whatsoever is or ever was being curtailed by anyone. It is Mario Schembri Wismayer and his equals who would like to abolish the right to speak and write Maltese. Apparently because they "find it difficult, or downright tiresome to read a Maltese-language communication".
