My last tenant left in October 2006, so I went to Enemalta's offices to retransfer the meter in my own name to rent the flat to another tenant.

Enemalta informed me that they could not retransfer the meter in my own name, as my last tenant still had pending water and electricity bills, and informed me that unless I paid the bills myself, they were going to cut the electricity supply, something which they did about two months ago.

My last tenant had the meter reader in his own name and was the only one responsible for the said payments for the last eight years.

I have recently paid Enemalta, under protest, the sum of Lm70 for the reapplication of electricity service in the flat - something which should not be the case since the meter is still there and I was not the one who did not pay the bills. In fact Enemalta keep insisting that they will not give me back the electricity supply unless I pay the Lm600 in outstanding bills owed by my last tenant.

We have tried several times to sort out this issue to no avail. I rent out my flat at Lm90 per month and I have not been able to do so since last October, as no one wants to rent a flat without electricity supply. I have also explained this to Enemalta, but they have done nothing about it even though I informed them that I was keeping them responsible for the loss in rent.
