The September 8 Regatta will for the first time be televised live on Melita Sports.
The government said in a statement that foreign television crews will also be filming the event.
Clubs from seven localities - Vittoriosa, Birzebbuga, Cospicua, Kalkara, Marsa, Marsamxett and Senglea - will take part in 10 competitive races commencing at 2 p.m.
For the first time, the Ghaqda Regatta Nazzjonali will establish a disciplinary board and a board of appeal that will look into any complaints presented to it after the end of the regatta.
This year's commemorative speech will be delivered on Friday at the Great Siege Square by Giovanni Bonello, Malta's judge on the European Court of Human Rights.
The Armed Forces of Malta Band and the Cantores Sanctii Juliani Choir will perform in the evening at the same venue.
On Saturday morning, there will be a march by the Armed Forces from the Christ the King monument in Floriana to St John's Square where they will be greeting the Prime Minister and the President before entering St John's Co-Cathedral. A Mass will be led by Archbishop Paul Cremona.
