Lights in the wrong places

So finally the St Paul's Bay bypass is once again open. But apart from the open water gutter, which will end up full of soil and rubbish with the first rainfall, and the unfinished part at the Xemxija end, we ended up with a stretch of road that is all lit up, to no purpose, at night, and then we are urged to conserve energy by buying energy saving appliances and so on and so forth. In this road there are at least 100 double bulb poles, which together with those of the Zebbug/Mdina bypass are left on during the night. Then, for the tourists, we switch off the lights shining on Mdina at around 2 a.m.
This does not make sense. The St Paul's bypass should have been designed with cats eyes on the surface and reflectors on the sides and not need so much electricity to be used.
I think tourists prefer to see Mdina lit up than how we waste our costly fuel.
The authorities must practise what they preach if they want to be consistent.
