I am a disabled driver and am contesting a parking fine with St Paul's Bay council.
I visited a friend in Bugibba on a Saturday night, after circling the estate for a parking slot with no luck, I came across a spot in a side road, so I parked. On my return I found a parking ticket for parking on a single, faded yellow line. This is not about a Lm10 fine. It's about the principle.
The traffic warden who issued the ticket should have used his discretion when he saw the Blue Badge on display. I was not causing obstruction to other road users.
Before I retired I was a road safety officer in the UK. We always used our common sense when applying the highway regulations. The disabled organisations in the UK had many complaints from disabled persons returning from their holidays in Malta for parking fines and lack of bays for the disabled.
I know you are familiar with the new regulations that came into force for EU citizens with reduced mobility enjoying guaranteed rights that also apply to Malta. Could you please help to ease the pressure on disabled people in Malta? Would it be possible to acquire a copy of the new regulations regarding disabled people?
