What is an Environment Impact Assesment?
An Environmental Statement is an independent study involving the collection and analysis of relevant information, some of which may require original research, to determine baseline conditions and to predict the likely impacts of the development.
How many types of EIAs do we have in Malta?
Locally there are two types of Environmental Statements:
1. Environmental Impact Statement (EIS)
2. Environmental Planning Statement (EPS)
An EIS, also known as a full EIA, is prepared for development projects where significant impacts are expected to result from a proposal and a full EIA study is needed to determine the type and magnitude of impacts and how to address them. This Statement is of a more detailed nature, covering a range of issues. An EIS is usually required for major projects.
What does an EIA identify?
An EIS identifies, describes and assesses the:
1. Proposed development project
2. Alternatives to the proposed development project (including alternative sites and technologies)
3. Site and surrounding of the proposed development
4. Potential impacts to be generated by the development.
5. Mitigation measures that prevent, minimise or offset any environmental impacts;
6. Proposals to monitor the actual effects, should the development take place.
And do I get a say in all this?
Yes. Mepa will arrange and chair a public hearing after the EIS has been certified. During the public hearing, the public may comment on the EIS and express views on the impact of the proposed development. A draft copy of the EIS is available at Mepa and the local council/s throughout the public consultation period.
