Living in front of a rubbish dump

I have been in touch with the Tarxien council for the past 18 months over the state of Triq Kelinu Cachia. I understand this street is due to be surfaced. I am waiting to see if this will be done, but in the meantime is it fair to expect us to live in front of a rubbish dump in the 21st century, and to have rats and mice running around outside? The weeds were so high and overgrown that I was scared to leave my front door. In fact my aunt came to visit and fell, injuring her leg.
When I wrote to the council they replied after lots of reminders. I was told the street was the government's responsibility and in a second letter that the weeds were the responsibility of the residents to clear. So I brought in someone to clear up my area but there is no way I will clean the dump too. I would need a tractor. Is this my responsibility?
In a third letter they said I should report the dumping to the police. Will the police come to remove the rubbish? I think it is more down to the council.
They did get someone to check the overflowing sewage in the street but the residents ended up doing a lot of it anyway.
I told both the council and the environment department about the rats and mice but no one has replied to this particular complaint yet.
As there is no pavement outside my house someone has driven into my wall and damaged it.
Should we live like this? And they want us to vote Labour in the next election. With a council like this, I don't think so.
