Market at Freedom Square

What has kept the government from allowing the Monti to remain at Freedom Square? This square is ugly as sin, the buildings in it are shaped like matchboxes, and it usually contains parked cars and the occasional marquee.

With pretty tents and proper environmental control it could be part of the character of Valletta, while other venues (St James Ditch?) could be found for the occasional events which take place there.

I'd prefer to find a pretty market full of character at the entrance to my capital city, than a hideous square cum car park.
