The Zurrieq local council said it will no longer provide a bring-in site service because it was being abused.
A pilot project over the past nine months had failed because rubbish was being dumped next to the bring-in site containers, the council said.
The council had already decided to halt the skip service.
"This does not mean the council does not believe in waste separation, or that the company providing the service was not honouring its commitments but innovative methods have to be found," mayor Ignatius Farrugia said.
Nationalist councillors Mario Ellul and Melvyn Mangion disassociated themselves from the mayor's statement.
They said everyone knew who the handful of individuals misusing the bring-in site were, accusing the Labour-led council of not wanting to take steps against them.
The PN councillors said they had proposed alternative sites and that such sites should be monitored by a camera, but the council took the shortest way out and decided to terminate the service.
