I refer to the letter Online Purchases by Frank Muscat regarding eBay. (February 27).

The site in question is not a site which sells goods per se. Rather, it is an auction site in which transactions are carried out mostly between individuals (a number of "online shops" have recently cropped up in which individuals sell on a wholesale basis, given the reputation of the site, its good safety measures, and the considerable reduction in overheads).

As a regular user of this site, I am not aware that there is a site policy concerning delivery to Malta. Rather, it could be the policy of the seller not to ship to this island.

More often than not, the item description will not mention overseas shipping costs, so it is best to contact the seller before placing a bid to ensure that he/she does eventually ship to Malta. Unless the seller is categoric that he/she will not post overseas, a quotation will actually be forthcoming. Most sellers will also offer to insure the parcel (at a cost).

Buyers should take care to ensure that the quoted shipping costs are fair and reasonable. eBay thrives on a percentage commission on each sale effected, and it is not uncommon for sellers to increase their profit margin by quoting excessively-high postage/insurance costs (which will be fully pocketed by the seller). A quick glance at the seller's reputation (both parties of each transaction are obliged to add a positive/negative remark on the transaction) will uncover any shady dealings carried out by the seller in the past.
