I have recently received the WSC bill for May-November 2006. The cost of electricity consumed was 32c and the electricity meter rent was Lm6.02. The total fuel surcharge was Lm1.44. Does this mean the surcharge is 4.5 times the electricity consumed or...

I have recently received the WSC bill for May-November 2006.

The cost of electricity consumed was 32c and the electricity meter rent was Lm6.02. The total fuel surcharge was Lm1.44.

Does this mean the surcharge is 4.5 times the electricity consumed or does it mean we are paying the fuel surcharge on the meter rent?

As far as I know the electricity meter does not consume energy, as the power absorbed by its shunt coil is negligible.

This is daylight robbery even though the above example is on a minor scale.
