A future Labour government would give full support to a Hamrun council project to provide an underground car park for between 120 and 160 cars near the old market.

Such a project would ease the parking problem in the locality, Dr Sant pointed out during a visit to the commercial community in Hamrun as part of the campaign for the March 10 local elections.

Dr Sant said that had it not been for the lack of co-operation by the Malta Environment and Planning Authority and the government, the project would already have started.

Dr Sant also stressed the need for a full reform of the local warden system: a completely different system to administer the wardens was necessary. The system should be run centrally, similar to the police force, he said.

The new system should be transparent and find the balance between traffic management and the need to be more active in environment protection.

While the MLP believed in discipline, procedures should be carried out rationally, while the local wardens system would not be based simply on the need to issue tickets to families and commercial establishments, Dr Sant said.

Improved and more efficient social safeguards for local wardens were necessary and instead of going into private pockets, profits should be better distributed among the local councils.
