At the time of writing this letter, I am in Germany, just outside Munich. Today I was going through some back issues of The Times and came across an article about the Kyoto Treaty saying that the bastions were switched off for one hour. It was also reported that the government wanted to find ways of cutting down on energy wastage.

Here in Germany, or at least outside Munich where I am staying, the only street lights you will see are in the villages and town centres.

There are no street lights on the autobahns or in areas where there are no buildings.

There are only reflectors on both sides of the road, which reflect the lights from cars.

So I suggest that we start with our new road, from the Zebbug part up to Mosta and the part leading to Mgarr, with perhaps some exceptions near the roundabouts. It would stop a big waste of energy.
