The Jamaican-born Richards capped an unbeaten 400 metres season with an American record of 48.70 seconds at the IAAF World Cup.
Both Powell and Richards were previously named IAAF athletes of the year.

New Zealand will host the 2007 world netball championships after they were moved from Fiji in the wake of the recent military-led coup.
The event has been postponed until November 2007 to give New Zealand an extra four months to prepare, the International Fede-ration of Netball Associations (IFNA) said.
New Zealand are the current world champions and last hosted the world championships in 1999.
