Since the introduction of the monthly VAT lottery Gozitans are really getting the short end of the stick. Last month the fiscal receipts should have been collected on December 11.  

Not only is the box inaccessible in the courtyard of the government building in Victoria, but the last day it was accessible was December 7. I guess this is the normal story on social justice on Gozo!

Why is it that on numerous occasions not even one Gozitan gets to win? Would it not be fair to have a separate lottery for Gozo in proportion to its population?

I have noticed the same winners on several occasions. Is it possible that these people have access to fiscal receipts because a relative works or owns a shop? It is possible that they are keeping the receipts and not passing them on to the client?

The whole point of this VAT lottery is to get people to ask for a fiscal receipt to stamp out abuse. Unless it is fair, what is the point?
