May I propose that in order to expedite decisions at tribunal hearings the authorities should allow members of the public to petition in writing (as they do in the UK) to a commissioner of justice thus avoiding the inconvenience of having to take the day off work to spend a whole afternoon at a tribunal hearing to present a case.

In other words the petitioner may choose not to attend the tribunal hearing but send a written petition supported by other documents etc. by post. The commissioner of justice will then post his decision.
