Is there a logical explanation as to why the Xemxija bypass has been closed to traffic flowing from north to south, rather than the other way round? This is causing extra inconvenience to 'northerners' commuting to work in the morning with traffic jams...

Is there a logical explanation as to why the Xemxija bypass has been closed to traffic flowing from north to south, rather than the other way round?

This is causing extra inconvenience to 'northerners' commuting to work in the morning with traffic jams starting all the way from Xemxija bay. Since most commuters and schoolchildren seem to travel from north to south at roughly the same time, it would make much more sense for the bypass to be open to traffic to deal with that flow.

It seems illogical to have very little flow of traffic on the bypass while traffic is completely congested from Xemxija all the way to Burmarrad.
