The local enforcement system is undergoing a thorough review, and the government is committed to ensuring that education would prevail over revenue raising, Home Affairs Minister Tonio Borg said in Parliament yesterday. Replying to a parliamen-tary question by Charles Buhagiar (MLP), the minister said the first action taken as part of the review was the setting up of the Petitions Board (which reviews fines imposed by wardens) and changes in the composition of the management committee.
